Samuel Ong
Samuel Ong (1945–2009) was a former deputy director of the National Bureau of Investigation (NBI) of the Philippines and is a whistleblower, declaring that the 2004 national elections was rigged, starting an electoral crisis. In 2005, Ong announced he was in possession of a set of four original audio tapes, made as part of a wiretapping operation conducted by Air Force T/Sgt. Vidal Doble of military intelligence, containing a recording of a conversation between President Gloria Arroyo and Virgilio Garcillano, an official of the Commission on Elections. Ong claimed that four of the tapes incriminate Arroyo and all of the other politicians who were officially declared winners of the 2004 elections. In 2005, Ong was charged with sedition, for allegedly calling for civil disobedience. A whistleblower (also written as whistle-blower or whistle blower) is a person, often an employee, who reveals information about activity within a private or public organization that is deemed illegal, immoral, illicit, unsafe or fraudulent. Presidential elections, legislative elections and local elections were held in the Philippines on May 10, 2004. The Hello Garci scandal (or just Hello Garci), also known as Gloriagate, was a political scandal and electoral crisis in the Philippines. The scandal involved former president Gloria Macapagal Arroyo, who allegedly rigged the 2004 national election in her favor. The official results of the election gave Arroyo and Noli de Castro the presidency and vice-presidency respectively. Hundreds of national and local positions were also contested during this election. The scandal and crisis began in June 2005 when audio recordings of a phone call conversation between President Arroyo and then-Election Commissioner Virgilio Garcillano, allegedly talking about the rigging of the 2004 national election results, were released to the public. Virgilio Garcillano
Virgilio Olivar Garcillano (born ''c.''1948) also known as ''Garci'', is a former official of the Philippine Commission on Elections (Philippines), Commission on Elections who allegedly was involved in Gloria Macapagal Arroyo's alleged electoral fraud in the Hello Garci scandal. Garcillano was missing as he is suspected to be in hiding, initially abroad but recently in the country. Some sources stated that he was seen leaving the Philippines for Kota Kinabalu, Malaysia. Other sources also stated that Garcillano was seen boarding a jet en route to Singapore. Garcillano also momentarily was seen in Surigao City, particularly in a beach resort under heavy guard.
