Raimo Olavi Piirainen (born 22 December 1952 in Kajaani) is a Finnish politician currently serving in the Parliament of Finland for the Social Democratic Party of Finland at the Oulu constituency. He first entered parliament in 2009 to replace Liisa Jaakonsaari, who had been elected as a Member of European Parliament. Oulu is a Finnish constituency represented in eduskunta. It covers the administrative regions of Northern Ostrobothnia and Kainuu, with a combined population of about 459,000 (). Oulu currently elects 18 members of eduskunta. The constituency is largely rural, and the major cities are Oulu and Kajaani. Kajaani
Kajaani (; sv, Kajana) is the most populous town and the capital of the Kainuu Region of Finland. It is located southeast of Lake Oulu (Oulujärvi), which drains into the Gulf of Bothnia through the Oulu River (Oulujoki). As of , it had a population of . The town was founded in the 17th century, fueled by the growth of the tar industry, but it was preceded by a long history of settlements. Liisa Anneli Jaakonsaari (born 2 September 1945) is a Finnish politician who served as a Member of the European Parliament (MEP) from 2009 until 2019. She is a member of the Social Democratic Party, part of the Progressive Alliance of Socialists and Democrats. Jaakonsaari was a city councillor in Oulu from 1972 until 1995. The 2009 European Parliament election in Finland was the election of the delegation from Finland to the European Parliament in 2009. Finland uses the open list D'Hondt method, where voters vote for an individual, but the individual's vote is counted primarily for the party and secondarily for the candidate.
