Royce R. Lewellen
Royce Rutledge Lewellen (September 25, 1930 – September 2, 2020) was a California Superior Court Judge in Santa Barbara County and namesake of the Royce R. Lewellen Justice Center in Santa Maria, CA. He was also co-owner of Lucas & Lewellen Vineyards in Santa Barbara County. Early years Judge Lewellen was born in St. Louis, MO in 1930 and spent most of his youth in Jefferson City, MO. He received his Bachelor of Arts degree from the University of Missouri in Columbia and after two years service in the U.S. Air Force attended the Boalt School of Law at the University of California in Berkeley, graduating in 1957. Legal career Judge Lewellen practiced civil law in Solvang, CA and served as the Solvang Justice Court Judge from 1969 to 1975. He was then appointed to the Superior Court in Santa Maria where he served until 1990. The courthouse complex in Santa Maria was named in his honor in 1992. California Superior Court
Superior courts in California are the state trial courts with general jurisdiction to hear and decide any civil or criminal action which is not specially designated to be heard in some other court or before a governmental agency. As mandated by the California Constitution, there is a superior court in each of the 58 counties in California. The superior courts also have appellate divisions (superior court judges sitting as appellate judges) which hear appeals from decisions in cases previously heard by inferior courts.
