Rodolfo Lobos Zamora
Rodolfo Lobos Zamora was a Guatemalan general and diplomat. He rose to the position of Chief of Staff of the Guatemalan Army before being forced into retirement in 1985, after which he served as Assistant Chief of State and Guatemala's ambassador to Panama. Military career Lobos Zamora began his military career in the 1950s, and was sent to study at the United States Army Infantry School, from which he graduated in 1959, and then the Escuela Militar in Colombia, from which he graduated in 1965. He later rose to the command of the Mariscal Zavala base in Guatemala City. After the coup d'état which followed the 1982 elections, he and fellow colonels César Augusto Cáceres Rojas and Héctor Gramajo Morales — two other Guatemalan officers who had studied counter-insurgency tactics at foreign military schools — created the National Plan of Security and Development. Vinicio Cerezo
Marco Vinicio Cerezo Arévalo (born 26 December 1942) is a Guatemalan politician and the current Secretary General of the Central American Integration System (SICA). He served as President of Guatemala from 14 January 1986 to 14 January 1991. Career Cerezo was born in Guatemala City, the son of the Supreme Court judge Marco Vinicio Cerezo Sierra, and came from a well-known liberal family. In 1962 he was a member of the student body of the Universidad de San Carlos de Guatemala (USAC) that played an important part in the national protests against the government of Miguel Ydígoras. In 1964 he joined the Guatemalan Christian Democrats (DCG), a party that was banned from standing in the 1966 elections. He graduated in Judicial science from USAC in 1968, the same year in which the DCG was formally legalized, and was made its Secretary in 1970. George Cadle Price
George Cadle Price, (15 January 191919 September 2011), was a Belizean statesman who served twice as the head of government of Belize from 1961–1984 and 1989–1993. He served as First Minister and Premier under British rule until independence in 1981 and was the nation's first prime minister after independence that year. He is considered to have been one of the principal architects of Belizean independence. Today he is referred to by many as the "Father of the Nation". Price effectively dominated Belizean politics from the early 1960s until his 1996 retirement from party leadership, serving as the nation's head of government under various titles for most of that period. William Quinto
William Quinto MBE (born 1937) is a Belizean diplomat. From 1990 to 2008 he served as Belize's ambassador to the Republic of China, resident in Taipei, Taiwan; he uses the Chinese name Wu Yong-chuan (). Career Quinto, a businessman and a People's United Party supporter, by the early 1980s had long been acquainted with Said Musa, who was a legal consultant for his company. He began lobbying then-Prime Minister George Price for Belize to establish relations with Taiwan in those years. Loh I-Cheng
Gene Loh or Loh I-cheng (, 1924 – 26 February 2016) was a diplomat of the Republic of China in Taiwan. Career Loh served the United States as an interpreter and interrogator during the Korean War, and was awarded a Medal of Freedom in 1954 by Dwight D. Eisenhower. In 1970, Loh began working in the Chinese Information Service in New York City. His service there came to an abrupt end in February 1979 during the Carter administration: he was expelled right before Deng Xiaoping's official visit. In May 1984, while serving as ROC ambassador to Guatemala, Loh went to Belize and met with William Quinto and George Cadle Price to discuss the possibility of establishing relations between the ROC and Belize, but Guatemalan leader Rodolfo Lobos Zamora objected, and after Manuel Esquivel of the Belizean opposition United Democratic Party took power in the election late that year, the plans were put aside.
