The City Council of the City of Rijeka is the legislative body of the city of Rijeka, Croatia. It is the local self-government representative body of the citizens of the city of Rijeka, in accordance with the Constitution, law and the Statute of the City of Rijeka. The City Council has 31 members who are elected by universal suffrage and secret ballot for a term of four years. Unicameral

Party-list proportional representation (list-PR) is a subset of proportional representation electoral systems in which multiple candidates are elected (e.g., elections to parliament) through their position on an electoral list. Rijeka
Rijeka ( , , ; also known as Fiume hu, Fiume, it, Fiume ; local Chakavian: ''Reka''; german: Sankt Veit am Flaum; sl, Reka) is the principal seaport and the third-largest city in Croatia (after Zagreb and Split). The 2021 Rijeka local elections were the elections for the 15th List of mayors of Rijeka, mayor of Rijeka, the two deputy mayors and the 31 members of the Rijeka City Council. Regular elections in Croatia are mandated by the Constitution and legislation enacted by Parliament. The presidency, Parliament, county prefects and assemblies, city and town mayors, and city and municipal councils are all elective offices. Since 1990, seven presidential elections have been held. D'hondt Method
The D'Hondt method, also called the Jefferson method or the greatest divisors method, is a method for allocating seats in parliaments among federal states, or in party-list proportional representation systems. It belongs to the class of highest-averages methods. The method was first described in 1792 by future U.S. president Thomas Jefferson. It was re-invented independently in 1878 by Belgian mathematician Victor D'Hondt, which is the reason for its two different names. Motivation Proportional representation systems aim to allocate seats to parties approximately in proportion to the number of votes received.
