Regional Council (France)
A regional council (french: conseil régional) is the elected assembly of a region of France. History Regional councils were created by law on 5 July 1972. Originally they were simply consultative bodies consisting of the region's parliamentary representatives plus an equal number of members nominated by the departments and communes. The decentralisation programme of 1982–1983 under President François Mitterrand provided for direct election which began in 1986 and increased the powers of the councils. Operation The assemblies elect their presidents who preside over the meetings and head the regional executive. Electoral system Before 2004 Between 1986 and 2004, regional councils were elected by closed list proportional representation. The Front National was frequently left with the balance of power as a result and this led to a change in the electoral law. Since 2004 Since 2004 three quarters of the seats continue to be elected by proportional representation with each li ... Majority Bonus System
The majority bonus system (MBS) is a form of semi-proportional representation used in some European countries. Its feature is a majority bonus which gives extra seats or representation in an elected body to the party or to the joined parties with the most votes with the aim of providing government stability. It is currently used in Greece and San Marino, and formerly in Italy from 2006 to 2013. In Argentina, it is used in the Chamber of Deputies of the Province of Santa Fe, Chubut, and Entre Ríos. History Benito Mussolini was the first politician to enact a law to give automatic seats to the winning party and ensured his victory in the 1924 Italian general election. A modified version of the system was reintroduced for the 1953 Italian general election, in which any parliamentary coalition winning an absolute majority of votes would be awarded two-thirds of the seats in Parliament. The Christian Democracy-led coalition fell narrowly short of this majority in the election, a ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |

French Region
France is divided into eighteen administrative regions (french: régions, singular ), of which thirteen are located in metropolitan France (in Europe), while the other five are overseas regions (not to be confused with the overseas collectivities, which have a semi-autonomous status). All of the thirteen metropolitan administrative regions (including Corsica ) are further subdivided into two to thirteen administrative departments, with the prefect of each region's administrative centre's department also acting as the regional prefect. The overseas regions administratively consist of only one department each and hence also have the status of overseas departments. Most administrative regions also have the status of regional territorial collectivities, which comes with a local government, with departmental and communal collectivities below the region level. The exceptions are Corsica, French Guiana, Mayotte and Martinique, where region and department functions are managed by ... Abbey Of Sainte-Trinité, Caen
The Abbey of Sainte-Trinité (french: Abbaye de la Sainte-Trinité), better known as the Abbaye aux Dames, is a former nunnery in Caen, Normandy, now home to the Regional Council of Normandy. The complex includes the Church of Sainte-Trinité (the Holy Trinity). The works began in 1062, starting from the rear and finished in 1130. Matilda, who died in 1083, was buried in the choir under a slab of black marble. William and Matilda's son, William II of England, also granted the abbey the manor of Horstead, in Norfolk, where Horstead Priory was established by the order, and continued until 1414. The original spires were destroyed in the Hundred Years' War and replaced by less striking balustrades in ... 2021 French Regional Elections
Regional elections were held in France on 20 June and 27 June 2021. At stake were the regional councils in metropolitan and overseas France including the Corsican Assembly, Assembly of French Guiana and Assembly of Martinique, all for a six-year term. The Departmental Council of Mayotte, which also exercises the powers of a region, also participated in this election, because the departmental elections were held at the same time. Eighteen regional presidencies were at stake, with thirteen in mainland France and Corsica, as well as five overseas. Though they do not have legislative autonomy, these territorial collectivities manage sizable budgets. Moreover, regional elections are often perceived as a mid-term opinion poll. Due to the COVID-19 pandemic, the regional and departmental elections were postponed, first to 13 and 20 June 2021 and then to 20 and 27 June 2021. Voting system The regional elections are held in direct universal suffrage using proportional representation lists ... Party-list Proportional Representation
Party-list proportional representation (list-PR) is a subset of proportional representation electoral systems in which multiple candidates are elected (e.g., elections to parliament) through their position on an electoral list. They can also be used as part of mixed-member electoral systems. In these systems, parties make lists of candidates to be elected, and seats are distributed by elections authorities to each party in proportion to the number of votes the party receives. Voters may vote for the party, as in Albania, Argentina, Turkey, and Israel; or for candidates whose vote total will pool to the party/parties, as in Finland, Brazil and the Netherlands; or a choice between the last two ways stated: panachage. Voting In most party list systems, a voter may only vote for one party (single choice ballot) with their list vote, although ranked ballots may also be used (spare vote). Open list systems may allow more than one ''preference votes'' ''within'' a party list (votes f ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |

Two-round System
The two-round system (TRS), also known as runoff voting, second ballot, or ballotage, is a voting method used to elect a single candidate, where voters cast a single vote for their preferred candidate. It generally ensures a majoritarian result, not a simple plurality result as under First past the post. Under the two-round election system, the election process usually proceeds to a second round only if in the first round no candidate received a simple majority (more than 50%) of votes cast, or some other lower prescribed percentage. Under the two-round system, usually only the two candidates who received the most votes in the first round, or only those candidates who received above a prescribed proportion of the votes, are candidates in the second round. Other candidates are excluded from the second round. The two-round system is widely used in the election of legislative bodies and directly elected presidents, as well as in other contexts, such as in the election of politica ...
