Wise County, Virginia
Wise County is a county located in the U.S. state of Virginia. The county was formed in 1856 from Lee, Scott, and Russell Counties and named for Henry A. Wise, who was the Governor of Virginia at the time. History The Cherokee conquered the area including Wise from the Xualae between 1671 and 1685. It was later contested by the Six Nations and the Shawnee. Cherokee and Shawnee hunting parties fought a protracted battle at the headwaters of the Clinch River for two days in the summer of 1786, a victory for the Cherokee although losses were heavy on both sides. The first white explorers to reach present-day Wise county are said to have been Thomas Walker and Christopher Gist, both in 1750. Several forts were built all along the Clinch from 1774 onward, but only after Chickamauga Cherokee leader Bob Benge was slain in 1794 was present-day Wise considered safe for white settlers even to hunt in. Joseph M. Giarratano (born August 26, 1957) is a former prisoner who served in Deerfield Correctional Center, in Southampton County, Virginia. On November 21, 2017, he was granted parole. He was convicted based on circumstantial evidence and his own confessions, of murdering Toni Kline and raping and strangling her 15-year-old daughter Michelle on February 4, 1979, in Norfolk, Virginia. He has said that he was an addict for years and had blacked out on alcohol and drugs, waking to find the bodies. He was sentenced to death and incarcerated on death row for 12 years at the former Virginia State Penitentiary (which has been replaced). He is notable for having become a serious legal scholar, helping mount litigation to explore constitutional rights of prisoners. A stun belt is a belt fastened around the subject's waist, leg, or arm that carries a battery and control pack, and contains features to stop the subject from unfastening or removing it. A remote-control signal is sent to tell the control pack to give the subject an electric shock. Some models are activated by the subject's movement. The electrical pulse delivered by the control pack is based on the waveform developed by Jack Cover, which he called the TASER.
