Raynold Oilouch
Raynold B. Oilouch (born 1965 or 1966) is a Palauan politician who served as the Vice President of Palau from 19 January 2017 to 21 January 2021. The Senate of Palau is the upper house of the Palau National Congress (''Olbiil era Kelulau''). The Senate has 13 members serving four-year terms in multi-seat constituencies. No political parties exist. The most recent election was held on 3 November 2020. Membership The Constitution does not indicate the number of a members of the Senate. Every 8 years, the National Congress appoints a reapportionment commission to draw up and recommend a district map allocating seats in accordance with the population. Therefore, the number of senators may change as frequently as every 8 years. Any voter can challenge a reapportionment before the Palau Supreme Court. During the first legislature in 1981, there were 18 Senators, which was reduced to 14 in 1984. Ngchesar also known as Oldiais is one of the sixteen states of the nation of Palau in Oceania. History The terraces in the village of Ngerngesang are examples of archaeological sites in the area, through radiocarbon dating, are believed to date back to 491 and 1150 AD. 2016 Palauan Presidential Election
General elections were held in Palau on 1 November 2016 to elect a President and the National Congress. Incumbent President Tommy Remengesau was challenged by his brother-in-law, Surangel Whipps Jr. for the presidency, emerging as the top two in the primary elections on 27 September. Remengesau was subsequently re-elected with 51% of the vote. Electoral system The President and Vice President were elected using the two-round system. The 16 members of the House of Delegates were elected in single-member constituencies based on the states using first-past-the-post voting. The 13 members of the Senate were elected from a single nationwide constituency by block voting, with each voter having 13 votes to cast.
