Raymond Howard (born March 13, 1935) is an American politician who served in the Missouri Senate and the Missouri House of Representatives The Missouri House of Representatives is the lower chamber of the Missouri General Assembly. It has 163 members, representing districts with an average size of 37,000 residents. House members are elected for two-year terms during general elections .... He was previously elected to the Missouri House of Representatives in 1964, serving until 1968. Howard served in the U.S. Army as a paratrooper in the 82nd Airborne, reaching the rank of lieutenant. In 1968, Howard defeated Michael Kinney, the longest-serving elected official in Missouri, if not the United States. In 1976, Howard was defeated for re-election by J. B. Banks by 417 votes. Michael Kinney (politician)
Michael Kinney (January 13, 1875 – February 19, 1971) was a lawyer and state legislator in Missouri. He served on the Missouri Senate for over 50 years. He succeeded his brother, Senator Thomas Kinney Thomas Kinney (March 3, 1868 – May 15, 1912), nicknamed "Snake", was a Missouri state senator and organized crime figure in St. Louis in the early 20th century. The Missouri Senate is the upper chamber of the Missouri General Assembly. It has 34 members, representing districts with an average population of 174,000. Its members serve four-year terms, with half the seats being up for election every two years. The Senate chooses a President Pro Tempore to serve in the absence of the lieutenant governor or when he shall have to exercise the office of governor of Missouri if there is a vacancy in that office due to death, resignation, impeachment, or incapacitation. House members are elected for two-year terms during general elections held in even-numbered years. Missouri's house is the fourth largest in the United States even as the state ranks 18th in population.
