It is a Remote Sprint Launch facility, part of the Safeguard missile defense program. According to the Minot Daily News,RSL-3 near Concrete is one of four Remote Sprint Launch sites that were built as part of the Stanley R. Mickelsen Safeguard Complex in northeastern North Dakota. The complex was the only anti-ballistic missile defense facility ever built in the United States. Safeguard Program
The Safeguard Program was a U.S. Army anti-ballistic missile (ABM) system designed to protect the U.S. Air Force's Minuteman ICBM silos from attack, thus preserving the US's nuclear deterrent fleet. It was intended primarily to protect against the very small Chinese ICBM fleet, limited Soviet attacks and various other limited-launch scenarios. A full-scale attack by the Soviets would easily overwhelm it. It was designed to allow gradual upgrades to provide similar lightweight coverage over the entire United States over time. Safeguard was the ultimate development of an ever-changing series of designs produced by Bell Labs that started in the 1950s with the LIM-49 Nike Zeus. By 1960 it was clear that Zeus offered almost no protection against a sophisticated attack using decoys. North Dakota Highway 5 (ND 5) is a east–west state highway in North Dakota. Its route is in the extreme north part of the state, near the Canada–United States border. The eastern terminus is located about four miles (6 km) east of Joliette at the Red River where the highway continues east as Minnesota State Highway 175. The western terminus is at North Dakota's western border about west of Fortuna where the highway continues west and turns into Montana Highway 5. The highway is mostly a two-lane road. Concrete, North Dakota
Concrete, North Dakota, was established early in the 20th century as a townsite to support the cement mine southwest of the town at the base of the Pembina Escarpment. It is located just north of the Tongue River on the east edge of Beaulieu Township, in the northeast quarter of Section 30, in Pembina County. Despite the assurances of geologists associated with the University of North Dakota, the quality of the cement was too poor to be commercially profitable. They hoodwinked the businessmen of the towns of Mountain and Gardar and the many farmers along the way to support building a railroad, to branch from the Great Northern Railway line at Edinburg to the cement mine, then absconded shortly after completion of the Northern Dakota Railway. The railroad remained in operation for about two decades, but was never feasible. Concrete likely reached its maximum size in 1909, the year the cement mine closed. Cavalier County is a county in the U.S. state of North Dakota. It is south of the Canada–US border with Manitoba. As of the 2020 census, the population was 3,704. Its county seat is Langdon. The city of Cavalier is in nearby Pembina County. History The Dakota Territory legislature created Cavalier County on January 4, 1873 with territory annexed from Pembina County, but did not organize the county government structure at that time. It was named for Charles Cavileer (or Cavalier) of Pembina, an early settler. The county organization was effected on July 8, 1884. Its boundaries were altered in 1883 and in 1887.
