Puducherry Municipal Council
The Pondicherry Municipal Council (french: Conseil Municipal de Pondichéry), is the municipal corporation of Pondicherry, India. Pondicherry has had a French system of municipal administration since 1880 and till the last poll held in 1968. Recently, in 2006 again municipal elections were held. History The French Metropolitan Decree dated 12 March 1880 adopted a six-year term of office for mayors, municipal councillors and commune panchayats. From then all the civil record were maintained perfectly in Puducherry Union Territory. In the past, municipal administration was virtually the pivot of the whole administrative machinery in Puducherry. It had several features that could serve as a role model for hassle-free administration. Puducherry had four municipalities in the past namely, Pondicherry, Karaikal, Mahe and Yanam. De Facto
''De facto'' ( ; , "in fact") describes practices that exist in reality, whether or not they are officially recognized by laws or other formal norms. Puducherry (), also known as Pondicherry () or Pondichéry, is a union territory of India, consisting of four small geographically unconnected districts. Édouard Goubert
Édouard Goubert (29 July 1894 – 14 August 1979) was mayor and first List of Chief Ministers of Puducherry, chief minister of Pondicherry (union territory), Pondicherry between 1 July 1963 and 11 September 1964. Initially a strongly pro-French leader, he later shifted towards the pro-merger Indian National Congress, which ultimately became the death knell for the sovereignty of France's ''comptoirs'' (trading posts) in India. He and Lambert Saravane founded the French India Socialist Party in July 1947. Goubert was popularly known as ''pappa Goubert''. Yanam
Yanam (Telugu: ''యానాం'') is a town located in the Yanam district in Puducherry. It has a population of 35,000 and is entirely surrounded by Andhra Pradesh. It was formerly a French colony for nearly 200 years, and, though united with India in 1954, is still sometimes known as "French Yanam". It possesses a blend of French culture and the Telugu culture, nicknamed '' Frelugu''. During French rule, the Tuesday market (''Marché du mardi'' or ''Mangalavaram Santa'') at Yanam was popular among the Telugu people in the Madras Presidency, who visited Yanam to buy foreign and smuggled goods during Yanam People's Festival held in January. Karikal
Karaikal ( /kʌdɛkʌl/, french: Karikal /kaʁikal/) is a town of the Indian Union Territory of Puducherry. Karaikal was sold to the French by the Rajah of Thanjavur and became a French Colony in 1739. The French held control, with occasional interruptions from the British, until 1954, when it was de facto incorporated into the Republic of India (de jure in 1962), along with Mahé, Yanaon, and Pondichéry. Etymology The origin of the word Karaikal is uncertain. The Imperial Gazetteer of British India gives its meaning as 'fish pass'. Pondicherry District
The Puducherry district, also known by its former name Pondicherry district, is one of the four districts of the union territory of Puducherry in South India. The district occupies an area of , spread over 11 non-contiguous enclaves lying on or near the Bay of Bengal within a compact area in the state of Tamil Nadu. According to the 2011 census, the district has a population of 950,289. Administrative divisions For administrative purpose, the union territory of Puducherry is divided into eight taluks.
