The coat of arms of Namibia is the official heraldic symbol of Namibia. Introduced at the time of independence in 1990, it superseded the earlier coat of arms used by the South African administration of the territory. History The Constituent Assembly which drew up the Namibian Constitution in 1989 appointed a National Symbols Sub-Committee to produce a flag and coat of arms for the country. The committee enlisted the assistance of the South African Bureau of Heraldry. The vice-president of Namibia serves as the acting President of Namibia when the President is outside the country's borders, unable to fulfill the duties of the office, or when the Presidency is vacant. The Vice-President is also a member of the National Assembly and the Cabinet. The Vice-President is constitutionally required to 'assist the President in the execution of the functions of government,' and may be assigned any government portfolio by presidential proclamation. The position of Vice-President was established in 2014 along with several other constitutional amendments. The position is controversial due to its unclear portfolio. This article lists the colonial governors of South West Africa. South West Africa was the colonial predecessor of the modern day Republic of Namibia from when the territory was controlled by the German Empire (as German South West Africa) and later by South Africa. The title of the position changed a number of times. Under German rule, the title of the position went from Commissioner (1884–1893) to Provincial Governor () (1893–1898) to Governor (1898–1915). Under South African rule, the title was Administrator (1915–1977) and Administrator-General (1977–1990). After the United Nations terminated South Africa's mandate to govern South West Africa, the UN appointed commissioners of its own. They had no authority and South Africa refused to recognize them, and are not included here. Politics of Namibia takes place in a framework of a semi-presidential representative democratic republic, whereby the President of Namibia is both head of state and head of government, and of a pluriform multi-party system. Executive power is exercised by both the president and the government. Legislative power is vested in the two chambers of Parliament. The judiciary is independent of the executive and the legislature. Additional to the government political structure Namibia has a network of traditional leadership with currently 51 recognised traditional authorities and their leaders. These authorities cover the entire Namibian territory. Traditional leaders are entrusted with the allocation of communal land and the formulation of the traditional group's customary laws. Saara Kuugongelwa-Amadhila (born 12 October 1967) is the Prime Minister of Namibia, in office since 21 March 2015. Kuugongelwa-Amadhila is a member of the South West Africa People's Organization (SWAPO). She has been a member of the National Assembly of Namibia since 1995 and served as Minister of Finance from 2003 to 2015. She is the first woman to serve as Prime Minister of Namibia. Early life and education Saara Kuugongelwa was born on 12 October 1967 in Otamanzi, South West Africa (present day Namibia). She went into exile with SWAPO in 1980 at the age of 13 and left for Sierra Leone in 1982 at the age of 15. She attended Koidu Girls Secondary School from 1982 to 1984 and Saint Joseph's Secondary School from 1984 to 1987.
