Philippine Federation Of The Deaf
The Philippine Federation of the Deaf, Inc. (PFD) is a non-stock, non-profit organization which caters to the general needs of deaf people in the Philippines. PFD is a national member of the World Federation of the Deaf. History The PFD was founded on October 19, 1996, in a meeting held at the Philippine School for the Deaf where 17 leaders of different Deaf organizations nationwide participated. It was formally established during its 1st General Assembly held at the Ateneo de Manila University, Quezon City on May 19, 1997. Members of the assembly, composed of 100 Deaf leaders and Deaf representatives from 15 regions of the country elected its eleven Executive Board composed of Deaf persons for a term of two years from 1997 to 1999. Deaf People
Deaf people are typically defined as those who have profound hearing impairment in both ears as a result of either acquired or congenital hearing loss. Such people may be associated with deaf culture. Deafness (little to no hearing) is distinguished from partial hearing loss or damage (such as tinnitus), which is less severe impairment in one or both sides. The definition of deafness varies across countries, cultures, and time, though the World Health Organization classes profound hearing loss as the failure to hear a sound of 90 decibels or louder in a hearing test. In addition to those with profound hearing loss, people without profound hearing loss may also identify as deaf, often where the person was raised within a deaf community and for whom sign language is their first language. National Council On Disability Affairs (Philippines)
The Philippines' National Council on Disability Affairs (NCDA) (formerly National Council for the Welfare of Disabled Persons or NCWDP) is the national government agency mandated to formulate policies and coordinate the activities of all agencies, whether public or private, concerning disability issues and concerns. As such, the NCWDP is the lead agency tasked to steer the course of program development for persons with disabilities and the delivery of services to the sector. By virtue of Presidential Executive Order No. 709 issued last February 26, 2008, it redefines the functions and organizational structure of the National Council for the Welfare of Disabled Persons (NCWDP) and renames it as the "National Council on Disability Affairs (NCDA)."
