National Council On Disability Affairs (Philippines)
The Philippines' National Council on Disability Affairs (NCDA) (formerly National Council for the Welfare of Disabled Persons or NCWDP) is the national government agency mandated to formulate policies and coordinate the activities of all agencies, whether public or private, concerning disability issues and concerns. As such, the NCWDP is the lead agency tasked to steer the course of program development for persons with disabilities and the delivery of services to the sector. By virtue of Presidential Executive Order No. 709 issued last February 26, 2008, it redefines the functions and organizational structure of the National Council for the Welfare of Disabled Persons (NCWDP) and renames it as the "National Council on Disability Affairs (NCDA)." Rappler (portmanteau of the words "rap" and "ripple") is a Filipino online news website based in Pasig, Metro Manila, the Philippines. In 2003 and following years, initiatives were instituted to improve internet access for people with disabilities in the Philippines. These measures were inspired by the UNESCAP "Asia-Pacific Decade for Disabled Persons" (1993–2002). The aim of community-based rehabilitation (CBR) is to help people with disabilities, by establishing community-based medical integration, equalization of opportunities, and Physical therapy (Physiotherapy) rehabilitation programs for disabled people. The strength of CBR programs is that they can be made available in rural areas, with limited infrastructure, as program leadership is not restricted to professionals in healthcare, educational, Physiotherapy, Occupational therapy vocational or social services.
