Pradhan Inquiry Commission
Ram Pradhan Committee officially known as the ''High-Level Enquiry Committee (HLEC) on 26/11'', the Pradhan Inquiry Commission was appointed by the Maharashtra Government on 30 December 2008, to probe the response to the 2008 Mumbai attacks. ''The Times of India'' published the entire report on its web site. The link is mis-named in the middle of the story. This was a two-member committee comprising former home secretary Ram Pradhan and former IPS officer Vappala Balachandran. The committee evaluated lapses in the law enforcement agencies and suggests measures to prevent events like 26/11 Mumbai attacks. On 21 December 2009 the committee report was presented to the then chief minister described the Mumbai attacks as "war-like" attack and also found that it was beyond the capacity of the Mumbai Police. Vappala Balachandran
Vappala Balachandran is an Indian national security intelligence specialist. He worked as a police officer in Maharashtra in the 1960s and early 70s, and subsequently for the Cabinet Secretariat of the Government of India, where he was appointed Special Secretary. He is the author of three books, two on security and one on the life of A.C.N. Nambiar. Balachandran has also written newspaper columns on security and strategic subjects in Indian and foreign publications. Rajiv Gandhi (; 20 August 1944 – 21 May 1991) was an Indian politician who served as the sixth prime minister of India from 1984 to 1989.
