Sheikh Abul Kalam Azad better known by his nickname Phool Babu ( ne, फूल बाबु) is a high-profile Nepalese politician, Social Worker and Minister of State for Energy, Irrigation and Water Supply in Madhesh Province. Previously he served as Minister of State for Social Development in Madhesh Province. He won second time in a row Member of the Legislative Assembly ( ne, प्रदेश सभा सदस्य) of Rautahat District Constituency 4(B) Pradesh Sabha. The 2017 Nepalese local elections were held in Nepal in three phases on 14 May, 28 June and 18 September in 6 metropolitan cities, 11 sub-metropolitan cities, 276 municipalities and 460 rural municipalities. It was the first local level election to be held since the promulgation of the 2015 constitution. Background Local elections were held in 53 municipalities in February 2006 under regime of King Gyanendra but were boycotted by the major political parties and saw low voter turnout. The Pahari people, (Devanagari: पहाड़ी; ; ''Pahāṛ a''lso called Pahadi and Parbati, are an indigenous group of the Himalayas. In Nepal, the Paharis constituted one of the largest indigenous ethnic group at about 8,000,000, or one-third of the Nepalese population through the 1990s. Most Indo-Aryan Paharis, however, identify as members of constituent subgroups and castes within the larger Pahari community such as Brahmin (Bahun in Nepal), Kshatriya (Chhetri in Nepal) and Dalits.
