The Philippine Sports Commission (PSC, ) is an agency of the Philippine government which tackles matters concerning sports in the country. The sports agency is independent from the Philippine Olympic Committee which enjoys autonomy from the government. The Rizal Memorial Sports Complex (RMSC; formerly known as Rizal Memorial Field) is a national sports complex of the Philippines, located on Pablo Ocampo St. (formerly Vito Cruz St.), Malate, Manila. It is named in honor of the country's national hero, José Rizal (1861–1896). It was established to help the Philippines win their first ever gold medal in the Olympics. Project Gintong Alay or Gintong Alay () was a national sports program of the Philippine government launched under the administration of President Ferdinand Marcos. History Establishment In Letter of Instructions No. 955 dated October 31, 1979, primarily issued to the Ministry of Youth and Sports Development and the Philippine Olympic Committee, President Ferdinand Marcos instructed the creation of a national sports program to develop track and field athletes. The Philippine Sports Institute (PSI) is a sports training organization in the Philippines. It is under the Philippine Sports Commission. History The Philippine Sports Institute (PSI) was first launched in May 1996 as the Philippine Institute of Sports (PhilSports). Then President Fidel Ramos instructed then Philippine Sports Commission (PSC) Chairman Philip Ella Juico to form the sports institute which was inaugurated on November that year. Richard "Dickie" Bachmann (born 1968 or 1969) is a Filipino sports executive and former basketball player who serves as the chairman of the Philippine Sports Commission (PSC). Education Bachmann attended De La Salle University from 1986 to 1991 graduating with a degree in commerce.
