Percy Whitton ISO (28 January 186114 March 1923) was a senior Australian public servant. Life and career Whitton was born in Hobart, Tasmania on 28 January 1861. In 1902, Whitton transferred to the Commonwealth Audit Office and worked under its first Auditor-General John William Israel. In 1910 he was appointed Collector of Customs for Victoria, a job in which he stayed until 1917 when he became Chief Prices Commissioner under the War Precautions Act. Imperial Service Order
The Imperial Service Order was established by King Edward VII in August 1902. It was awarded on retirement to the administration and clerical staff of the Civil Service throughout the British Empire for long and meritorious service. Normally a person must have served for 25 years to become eligible, but this might be shortened to 16 years for those serving in unhealthy climates abroad. There is one class: Companion. Both men and women are eligible, and recipients of this order are entitled to use the post-nominal letters 'ISO'. The Department of Trade and Customs was an Australian government department that existed between 1901 and 1956. It was one of the inaugural government departments of Australia established at federation. History The department was one of the first seven Commonwealth Government departments to be established in the Federation year, 1901. The first head of the department was Harry Wollaston, appointed in 1901. In that first year, Wollaston and Charles Kingston worked closely together in drafting legislation and the first Commonwealth customs tariff. Ivo Whitton
Ivo Harrington Whitton (9 December 1893 – 2 July 1967) was an Australian amateur golfer, who, along with Greg Norman, is the only Australian to have won the Australian Open five times (1912, 1913, 1926, 1929 and 1931). Whitton was born in Moonee Ponds, Victoria, his father Percy Whitton was a senior public servant. The younger Whitton took up golfing at the age of 14, joining his father in the Caulfield Golf Club (later the Metropolitan Golf Club) the next year, and winning the club championships three times. In 1911, he began working at a wool broking firm which allowed him time off to play golf during the off-season. In 1914, he competed at The Amateur Championship at Royal St George's Golf Club. John William Israel
John William Israel (4 July 185030 May 1926) was Commonwealth Auditor-General for the Australian Government between 1902 and 1926. Life and career Israel was born in Launceston, Tasmania on 4 July 1850 to parents Adelaide Maria and John Cashmore Israel. He was schooled at the private academy of Abraham Barrett. In 1870, Israel joined the Tasmanian Railway Service and was there when the Service was transferred to the government, becoming Tasmanian Government Railways. Israel transferred to the Tasmanian Audit Office in 1882. Israel was appointed as Australia's first Commonwealth Auditor-General, leaving his appointment as State Auditor-General in Tasmania to take up the Australian Public Service position. Robert McKeeman Oakley
Robert McKeeman Oakley (28 March 187127 August 1927) was a senior Australian public servant. He was Comptroller-General of Customs between 1923 and 1927. Life and career Oakley was born in Warrnambool, Victoria on 28 March 1871 to parents Elizabeth Oakley (née McKeeman) and Thomas Oakley. Oakley was an officer in the Victorian Artillery Garrison from 1892 to 1902. In 1889, he joined the Victorian Customs Department as a Clerk, and became a Commonwealth Public Servant in 1901 when the Federal Department of Trade and Customs was formed. Between May 1923 and his retirement in March 1927, Oakley was Comptroller-General of the Department of Trade and Customs. Oakley died suddenly of angina pectorisat his home in Melbourne on 27 August 1927.
