Penn Valley Redevelopment Project
The Penn Valley Redevelopment Project was a 1971 plan to demolish homes in Kansas City’s Valentine Neighborhood and to replace them with a multimillion-dollar office and residential complex. The Plan The project plan used Missouri’s Chapter 353 Urban Redevelopment Corporations Law. The law allows “the right to acquire by the exercise of the power of eminent domain any real property in the redevelopment area” (Section 353.130) and the property “shall not be subject to assessment or payment of general ad valorem (property) taxes imposed by the cities affected by this law, or by the state or any political subdivision thereof, for a period not in excess of ten years” (Section 353.110). The case was presented to the Kansas City City Plan Commission on April 1, 1971 and was unanimously defeated despite approval by the city staff. Valentine, Kansas City
Valentine is a historic neighborhood in Kansas City, Missouri. It is just north of the Westport entertainment district, bounded by Broadway on the east, Southwest Trafficway on the west, 31st Street on the north, and 40th Street on the south. Most of the houses in Valentine were built in the early 1900s and include such styles as Shirtwaist, Arts and Crafts, Colonial Revival, Georgian Revival, and bungalow. Charles Bertan Wheeler Jr. (August 10, 1926 – October 25, 2022) was an American physician and politician who served as a Missouri state senator and as mayor of Kansas City, Missouri from 1971 to 1979, in addition to having held other elected offices. Life and career Born at Trinity Lutheran Hospital on August 10, 1926, Wheeler graduated from Westport High School in 1942. A third generation physician, Wheeler entered Kansas City Junior College in 1942, transferring to University of Louisville in 1944 and earned a B.A. in 1946. From March 1944 through February 1946, Wheeler was simultaneously serving in the US Navy. In 1946, he entered the University of Kansas, earning an M.D. in 1950. Missouri Gas Energy (MGE) was a natural gas distribution company headquartered in Kansas City, Missouri in the United States, with offices in St. Joseph, Lee's Summit, Warrensburg, Joplin, Republic, Neosho and Monett.
