Biography Family and education Doty was born in Hoboken, New Jersey as son of William Henry Harrison Doty and Anna (Langevin) Doty in 1869. He was a seventh in line descent from Edward Doty, Pilgrim passenger in the ''Mayflower'' in 1620, and one of the signers of the Mayflower Compact. Doty obtained his MSc in mechanical engineering from the Stevens Institute of Technology in 1888. Home Owners Loan Corporation
The Home Owners' Loan Corporation (HOLC) was a government-sponsored corporation created as part of the New Deal. The corporation was established in 1933 by the Home Owners' Loan Corporation Act under the leadership of President Franklin D. Roosevelt. Its purpose was to refinance home mortgages currently in default to prevent foreclosure, as well as to expand home buying opportunities. Since Kenneth T. Jackson's work in the 1980s, scholars have increasingly portrayed HOLC as a key promoter of redlining and a driver of racial residential segregation and racial wealth inequality in the United States. Oscar Edward Keller (July 30, 1878 – November 21, 1927) was a representative from Minnesota.
