The Panama Canal Authority ( es, Autoridad del Canal de Panamá (ACP)) is the agency of the government of Panama responsible for the operation and management of the Panama Canal. The ACP took over the administration of the canal from the Panama Canal Commission, the joint US–Panama agency that managed the canal, on December 31, 1999, when the canal was handed over from the United States to Panama as per the Torrijos–Carter Treaties. The Panama Canal Zone ( es, Zona del Canal de Panamá), also simply known as the Canal Zone, was an unincorporated territory of the United States, located in the Isthmus of Panama, that existed from 1903 to 1979. Torrijos–Carter Treaties
The Torrijos–Carter Treaties ( es, link=no, Tratados Torrijos-Carter) are two treaties signed by the United States and Panama in Washington, D.C. on September 7, 1977, which superseded the Hay–Bunau-Varilla Treaty of 1903. The treaties guaranteed that Panama would gain control of the Panama Canal after 1999, ending the control of the canal that the U.S. had exercised since 1903. The treaties are named after the two signatories, U.S. president Jimmy Carter and the Commander of Panama's National Guard, General Omar Torrijos. Balboa is a district of Panama City, located at the Pacific entrance to the Panama Canal. History The town of Balboa, founded by the United States during the construction of the Panama Canal, was named after Vasco Núñez de Balboa, the Spanish conquistador credited with discovering the Pacific Ocean. The name was suggested to the Canal Zone authorities by the Peruvian ambassador to Panama. Roberto Roy is a Panamanian civil and mechanical engineer and politician, who served as the Minister of Canal Affairs of Panama from 2012-____(?) and as Director General of Panama Metro from January 2015-____ (?). Roy graduated in mechanical engineering at the Georgia Institute of Technology, gaining a Master's degree in Industrial Administration at the same Institute. He also graduated in civil engineering at Universidad Católica Santa María La Antigua Roy launched his own construction company, R-M Ingeneria, in 1975. In September 2012, Roy was named a knight of the French Legion of Honour in a ceremony presided over by French Ambassador Hugues Goisbault.
