Palais Du Peuple (Kinshasa)
The People's Palace or Palace of the People (french: link=no, Palais du Peuple) is the seat of the National Assembly and the Senate in Kinshasa, Democratic Republic of Congo, formerly Zaire. It was completed in 1979 with a line of credit from the People's Republic of China. Construction The structure (along with a sugar refinery built in Kisanga and destroyed in the civil war) was constructed with an interest-free credit line of in cooperation with the People's Republic of China from 1975 to 1979, after being commissioned by President Mobutu Sese Seko following his visit to China in 1973. The architecture was inspired by the Great Hall of the People designed by Zhang Bo (1911–1999) in Beijing. The site also includes the Kinshasa Martyrs' Stadium, contracted at the same time as the palace, a FIFA-class venue built by the Chinese in 1994. Politics of the Democratic Republic of Congo take place in a framework of a republic in transition from a civil war to a semi-presidential republic. On 18 and 19 December 2005, a successful nationwide referendum was carried out on a draft constitution, which set the stage for elections in 2006. The voting process, though technically difficult due to the lack of infrastructure, was facilitated and organized by the Congolese Independent Electoral Commission with support from the UN mission to the Congo (MONUC). Early UN reports indicate that the voting was for the most part peaceful, but spurred violence in many parts of the war-torn east and the Kasais. In 2006, many Congolese complained that the constitution was a rather ambiguous document and were unaware of its contents. This is due in part to the high rates of illiteracy in the country. The Senate is the upper house of the Parliament of the Democratic Republic of the Congo. The senate was established in 1960, abolished in 1967 and re-established in 2003. During the transition period in the Democratic Republic of the Congo (2003 - 2006), the Senate, aside from its legislative role, also had the task of drafting the country's new constitution. This task came to fruition with the adoption of the draft in Parliament in May 2005, and its approval by the Congolese people, in a successful democratic referendum on 18 and 19 December 2005. Pascal-Emmanuel Sinamoyi Tabu (13 November 1940 – 30 November 2013), better known as Tabu Ley Rochereau, was a leading African rumba singer-songwriter from the Democratic Republic of the Congo. He was the leader of ''Orchestre Afrisa International'', as well as one of Africa's most influential vocalists and prolific songwriters.
