POSDCORB
POSDCORB is an acronym widely used in the field of management and public administration that reflects the classic view of organizational theory. It appeared most prominently in a 1937 paper by Luther Gulick (in a set edited by himself and Lyndall Urwick). However, he first presented the concept in 1935. Initially, POSDCORB was envisioned in an effort to develop public service professionals. In Gulick's own words, the elements are as follows: Planning, Organizing, Staffing, Directing, Co-Ordinating, Reporting and Budgeting. Coining of the acronym In his piece "Notes on the Theory of Organization", a memo prepared while he was a member of the Brownlow Committee, Luther Gulick asks rhetorically "What is the work of the chief executive? What does he do?" Luther Gulick (social Scientist)
Luther Halsey Gulick (1892–1993) was an American political scientist, Eaton Professor of Municipal Science and Administration at Columbia University, and Director of its Institute of Public Administration, known as an expert on public administration. Biography Luther Halsey Gulick was born January 17, 1892 in Osaka, Japan. His father was congregationalist missionary Sidney Lewis Gulick (1860–1945) and his mother was Clara May (Fisher) Gulick. Luther Gulick graduated from Oberlin College in 1914 and received his Ph.D. from Columbia University in 1920. Gulick taught at Columbia from 1931–1942, where he was appointed Eaton Professor of Municipal Science and Administration. In 1921 he had become president of its Institute of Public Administration and served until 1962. He then became its chairman and served until 1982. Brownlow Committee
The President's Committee on Administrative Management, commonly known as the Brownlow Committee or Brownlow Commission, was a presidentially commissioned panel of political science and public administration experts that in 1937 recommended sweeping changes to the executive branch of the United States government. The committee had three members – Louis Brownlow, Charles Merriam, and Luther Gulick. The staff work was managed by Joseph P. Harris, director of research for the committee. Dwight Waldo
Clifford Dwight Waldo (September 28, 1913 – October 27, 2000) was an American political science, political scientist and is perhaps the defining figure in modern public administration.
