The Outstanding Achievement MedalThe AFP Adjutant General, ''AFP Awards and Decorations Handbook'', 1997, OTAG, p. 23. is a single grade decoration of the Philippines awarded by the Secretary of National Defense. Criteria The medal is awarded by the Secretary of National Defense to personnel of the Armed Forces of the Philippines as well as Philippine civilians. Civilians and military personnel of allied foreign countries may also be awarded the medal. The medal is presented "...for distinguished or extraordinary achievement or service in the advancement of science or in socio-economic, technical or military fields related to national defense, or for public service of the highest order." Description The design of the medal is a gold star surrounded by a gold wreath. These symbols represent outstanding achievement and honor, respectively. The secretary of national defense ( fil, kalihim ng tanggulang pambansa) is the head of the Department of National Defense and is a member of the president's Cabinet. The current acting secretary is Jose Faustino Jr., who assumed office on June 30, 2022. This cabinet post is considered one of the stepping stones of the Philippine presidency. The Philippine Legion of Honor ( fil, Lehiyong Pandangal ng Pilipinas; es, Legion de Honor Filipino) was established by President Manuel Roxas, through Philippine Army Circular No. 60 dated July 3, 1947. The Philippine Legion of Honor was patterned after the Legion of Merit of the United States of America, and was meant to honor both civilians and members of the military, Filipino or foreign. Originally, like the U.S. Legion of Merit, the Philippine Legion of Honor had four classes, known as degrees, with Legionnaire being the basic rank, and Chief Commander being the highest. With the reform of the Philippine system of orders and decorations in 2003, the Philippine Legion of Honor's classes were renamed "ranks" instead of "degrees", and the ranks expanded. The Distinguished Conduct StarThe AFP Adjutant General, ''AFP Awards and Decorations Handbook'', 1997, OTAG, p. 13-14. is the second highest military award of the Philippines, preceded in precedence only by the Medal of Valor. The award was established in 1939, by President Manuel L. Quezon. With its establishment the award replaced the Philippine Constabulary Distinguished Conduct Star. Criteria This decoration is awarded to a person who, while serving in any capacity with the Armed Forces of the Philippines, distinguishes themselves by an extraordinary act of heroism not justifying the award of a Medal of Valor; while engaged in military operations involving conflict with an armed enemy.
