Outapi wa Nakafingo na Temba, also Outapi or Uutapi and Ombalantu, is a town in northern Namibia near the border with Angola situated northwest of Oshakati. It is the capital of Omusati region and the district capital of the Outapi electoral constituency. The language spoken there is Oshiwambo. The town normally receives an annual average rainfall of , although in the 2010/2011 rainy season were measured. Economy and infrastructure In 2001, Outapi was the smallest town in Namibia, with a population of just over 2,600. It is, however, developing rapidly. There is a large number of newly constructed government buildings and shops in the south of the town. The town features several schools, a community hall, a hospital and a police station. There are two open markets, one at the baobab tree and one at Onhimbu. There is also a tourist lodge. The towns of Okahao, Oshikuku and Ruacana as well as the self-governed village Tsandi are situated in this region. , Omusati had 148,834 registered voters. The region is home to the Ruacana Falls and the Omugulugwombashe heritage site, where the Namibian struggle for independence started in 1966. Olufuko Festival
Olufuko (from an Oshiwambo word meaning wedding) is an annual festival held in Outapi, Namibia. It was officially opened 23 August 2012 by Sam Nujoma, former founding President of the Republic of Namibia. Outapi is a town in Omusati Region in Namibia. Olufuko is a process where girls between the age of 15-20 are prepared for womanhood. This means they are taught how to do traditional chores at home such as pounding omahangu, cooking, cultivating and understanding the roles of men and women in society and recently the impact of HIV/AIDS, STDs and other illnesses in society. After Olufuko brides are expected to go back to school and finish school and not to get married immediately as it used to be done in the olden days. Outapi Constituency
Outapi Constituency is an electoral constituency in the Omusati Region of Namibia on the border of Angola. It had 30,313 inhabitants in 2004 and 23,516 registered voters . Its district capital is the town of Outapi. Politics Outapi constituency is traditionally a stronghold of the South West Africa People's Organization (SWAPO) party. In the 2015 local and regional elections SWAPO candidate Fillemon Shikwambi won uncontested and became councillor after no opposition party nominated a candidate. The SWAPO candidate won the 2020 regional election by a large margin. Namibia held elections for their local and regional councils on 27 November 2015. Ballots were cast using electronic voting. Electoral system Elections to regional councils are held using the first-past-the-post electoral system. Voters in each constituency elect one councillor to represent them on their regional council. Namibia uses regions as its first-level subnational administrative divisions. Since 2013, it has 14 regions which in turn are subdivided into 121 constituencies. Upon Namibian independence, the pre-existing subdivisions from the South African administration were taken over. Since then, demarcations and numbers of regions and constituencies of Namibia are tabled by delimitation commissions and accepted or declined by the National Assembly. In 1992, the ''1st Delimitation Commission'', chaired by Judge President Johan Strydom, proposed that Namibia should be divided into 13 regions. The Köppen climate classification is one of the most widely used climate classification systems.
