Otto Carl Franz Toepfer (January 13, 1872 – February 17, 1949) was a member of the Wisconsin State Assembly. Biography Toepfer was born in Middleton, Wisconsin. He died on February 17, 1949 and is buried at Forest Hill Cemetery in Madison, Wisconsin. Career Toepfer was a member of the Assembly from 1939 to 1940. He was a farmer and was involved with agricultural and cattle raising associations. He was a director of a bank and a trust company. He was a Republican. Wisconsin State Assembly
The Wisconsin State Assembly is the lower house of the Wisconsin Legislature. Together with the smaller Wisconsin Senate, the two constitute the legislative branch of the U.S. state of Wisconsin. Representatives are elected for two-year terms, elected during the fall elections. If a vacancy occurs in an Assembly seat between elections, it may be filled only by a special election. The Wisconsin Constitution limits the size of the State Assembly to between 54 and 100 members inclusive. Forest Hill Cemetery is located in Madison, Wisconsin, and was one of the first U.S. National Cemeteries established in Wisconsin. Founding of cemetery After the first permanent European-American settlers arrived in Madison in the 1830s, the first non-native burials occurred on the current University of Wisconsin–Madison campus, near Bascom Hill. In the following years other areas within the area were established as informal burying grounds and the first official village cemetery was established in 1847 near what is now Orton Park.
