Osborne Symes
Frederick Osborne George Symes was a Dominican civil servant who served as Speaker of the House of Assembly of Dominica during United Workers Party administration from 1995 to 2000. Symes was born in Roseau on 31 August 1937. He worked as accountant by profession. He worked in the treasury department of Ministry of Finance of Dominica, and acted as cabinet secretary on occasion. He retired from the public service in 1993. In 1995, Symes was approached by UWP to be nominated as Speaker of the House of Assembly of Dominica, and he did accept the nomination. Speaker Of The House Of Assembly Of Dominica
The Speaker of the House of Assembly of Dominica is responsible for the management and general administration of the House, ensuring that rules of procedure are followed. The Speaker is elected by the House of Assembly at its first sitting after a general election. A member of the House who is elected as Speaker can only vote to break ties (a casting vote). If someone outside the membership of the House is elected as Speaker, they become a member, but cannot cast an original or casting vote. Edison James
Edison Chenfil James (born October 18, 1943, in Marigot) is a Dominican politician who was the prime minister of Dominica from June 14, 1995, to February 3, 2000, as well as the member of parliament for the Marigot constituency from 1990. He graduated from the Dominica Grammar School. He has a BSc degree in botany from the University of East London, a MSc degree in biochemistry from the University of Reading and a post graduate diploma in crop protection technology from Imperial College. He worked in a number of local and regional institutions including the Caribbean Development Bank, but it was as manager of the Dominica Banana Marketing Company that he rose to prominence on the island. He was instrumental in resuscitating the island's critical banana industry which had been decimated by Hurricane David. Neva Augustina Edwards (born 1931) is an educator, lay preacher and former civil servant in Dominica. She served as Speaker of the House of Assembly of Dominica from 1993 to 1995. At the Dominica Social Centre, she has served as manager of four NGO programs, including the Early Childhood Program. United Workers' Party (Dominica)
The United Workers' Party is a centrist political party in Dominica. As of the 2022 general election, the party is not represented in the House of Assembly of Dominica, after boycotting the general election. The past Leader of the Opposition in the Assembly is Lennox Linton. The United Workers' Party with less than 34% of the votes was the majority party in Dominica's parliament from 1995 until 2000, led by party co-founder Edison James as Prime Minister of Dominica. General elections were held in Dominica on 31 January 2000 and saw the Dominica Labour Party led by Rosie Douglas take power defeating the previous government of the United Workers' Party led by Edison James, despite the UWP receiving more votes.
