Osakidetza-Basque Health ServiceOsakidetza website is the institution created in 1984 in charge of the public healthcare system in the autonomous community of the Basque Country, belonging to the National Health System, created in 1986 and that substituted INSALUD. The transfer of responsibilities to the Basque government in matters of healthcare was done during the administration of Carlos Garaikoetxea as Lehendakari, after the approval of the Statute of Autonomy of the Basque Country in 1979. It is a public healthcare service with a great number of facilities that take care of the needs of the Basque citizens. Its chief is the Secretary of Health of the Basque Government. The Spanish National Health System ( es, Sistema Nacional de Salud, SNS) is the agglomeration of public healthcare services that has existed in Spain since it was established through and structured by the ''Ley General de Sanidad'' (the "Health General Law") of 1986. Management of these services has been progressively transferred to the distinct autonomous communities of Spain, while some continue to be operated by the National Institute of Health Management (''Instituto Nacional de Gestión Sanitaria'', INGESA), part of the Ministry of Health and Social Policy (which superseded the Ministry of Health and Consumer Affairs—''Ministerio de Sanidad y Consumo''—in 2009). Carlos Garaikoetxea Urriza (born 2 June 1938) is a former politician from the Spanish Basque Country. He became the second elected ''Lehendakari'' (President of the Basque Autonomous Community), after José Antonio Aguirre, who had held that office in 1936-60. Early life He was a leading figure in the Basque Nationalist Party (EAJ-PNV) of Navarre in the period 1975-80. In 1979, he was elected president of the Basque General Council, the provisional body preparing the devolution of powers to the Basque Country prior to the approval of the Statute of Autonomy. Once approved, Garaikoetxea was elected ''Lehendakari'' in 1980 and reelected in 1984. During his presidency the Basque Statute of Autonomy was developed. The Merindad de Uribe or Uribealdea is a historical subdivision of Biscay, Basque Country, Spain.
