Oregon Ballot Measure 110
In November 2020, voters in the U.S. state of Oregon passed Ballot Measure 110, "[reclassifying] possession/penalties for specified drugs". Drugs affected include heroin, methamphetamine, Phencyclidine, PCP, LSD and oxycodone, as well as others. The Drug Policy Alliance non-profit organization was behind the measure. Reclassifies penalty for drug possession as a Class E civil violation. The new law aims to reverse racial disparities in policing, and was projected to reduce black arrests by 94%. The new law came into effect on February 1, 2021. Phencyclidine
Phencyclidine or phenylcyclohexyl piperidine (PCP), also known as angel dust among other names, is a dissociative anesthetic mainly used recreationally for its significant mind-altering effects. PCP may cause hallucinations, distorted perceptions of sounds, and violent behavior. As a recreational drug, it is typically smoked, but may be taken by mouth, snorted, or injected. It may also be mixed with cannabis or tobacco. Adverse effects may include seizures, coma, addiction, and an increased risk of suicide. Flashbacks may occur despite stopping usage. The Drug Policy Alliance (DPA) is a New York City–based nonprofit organization that seeks to advance policies that “reduce the harms of both drug use and drug prohibition, and to promote the sovereignty of individuals over their minds and bodies” The organization prioritizes reducing the role of criminalization in drug policy, advocating for the legal regulation of marijuana, and promoting health-centered drug policies.
