A voivodeship (; pl, województwo ; plural: ) is the highest-level administrative division of Poland, corresponding to a province in many other countries. The term has been in use since the 14th century and is commonly translated into English as "province". The Polish local government reforms adopted in 1998, which went into effect on 1 January 1999, created sixteen new voivodeships. It came into being on January 1, 1999, as a result of the Polish local government reforms passed in 1998. Its administrative seat is the city of Elbląg, although the city is not part of the county (it constitutes a separate city county). Elbląg (; german: Elbing, Old Prussian: ''Elbings'') is a city in the Warmian-Masurian Voivodeship, Poland, located in the eastern edge of the Żuławy region with 117,390 inhabitants, as of December 2021. It is the capital of Elbląg County. Elbląg is one of the oldest cities in the province. Its history dates back to 1237, when the Teutonic Order constructed their fortified stronghold on the banks of a nearby river. The Pasłęka (german: Passarge; ) is a river in northern Poland that debouches into the Baltic Sea on the Vistula Lagoon near Braniewo.
