NPO Novator (Novator Design Bureau, OKB Novator, OKB Lyulyev; russian: Опытное конструкторское бюро «Новатор» им. Люльева Л. В.) is a Russian company that designs long-range anti-aircraft missiles. It was established in 1947 as OKB-8 in Sverdlovsk, became independent in 1991, and then became part of the Almaz-Antey conglomerate. It is perhaps best known for designing the 9M82 and 9M83 missiles of the S-300V (SA-12 'Gladiator') SAM system. History The Kalinin Machine-Building Plant (now JSC MZiK) was a major part of the Soviet war effort in World War II, producing 20,000 anti-aircraft guns. After the war ended, Lev Lyulyev was promoted to Chief Designer of Factory No. 8 and he started work on heavy guns such as the KS-19 and KS-30. Lev Lyulyev
Lev Veniaminovych Lyulyev (March 17 (OS: March 4), 1908 in Kiev, Russian Empire — November 1, 1985 in Moscow, USSR) was a Soviet designer of artillery, anti-aircraft rockets, and SA missile systems. He was the chief designer of the OKB-8 (later NPO Novator which currently bears his name) between 1946 and 1985 and the Doctor of Technical Sciences ( AS USSR, 1966). He was awarded the Hero of Socialist Labour twice in 1966 and in 1985 and was the Laureate of the 1967 Lenin and 1948 and 1977 State Prizes. Lyulyev was educated at the Kiev Polytechnic Institute (KPI) from 1927 to 1933. In 1941, he was evacuated to Sverdlovsk with the factory and appointed Vice Chief designer of the 8th Factory (known as JSC MZiK since 1994). S-300V
The S-300 (NATO reporting name SA-10 Grumble) is a series of long range surface-to-air missile systems developed and operated by the former Soviet Union, now fielded by the militaries of Russia and Ukraine as well as several other former Eastern Bloc countries. It was produced by NPO Almaz, based on the initial S-300P version. The S-300 system was developed to defend against air raids and cruise missiles for the Soviet Air Defence Forces. Subsequent variations were also developed to be able to intercept ballistic missiles. The 2K11 ''Krug'' (russian: 2К11 «Круг»; en, circle) is a Soviet and now Russian medium-range, medium-to-high altitude surface-to-air missile (SAM) system. The Novator RK-55 ''Relief'' (russian: РК-55 Рельеф 'Relief'; NATO: SSC-X-4 'Slingshot'; GRAU: 3K12) is a Russian land-based and submarine-launched cruise missile with a nuclear warhead developed in the Soviet Union. It was about to enter service in 1987, when such weapons were banned under the Intermediate-Range Nuclear Forces Treaty.
