New START (Russian abbrev.: СНВ-III, ''SNV-III'' from ''сокращение стратегических наступательных вооружений'' "reduction of strategic offensive arms") is a nuclear arms reduction treaty between the United States and the Russian Federation with the formal name of ''Measures for the Further Reduction and Limitation of Strategic Offensive Arms''. On 21 September 2022, seven months into the 2022 Russian invasion of Ukraine, Russian invasion of Ukraine, Russia declared a partial mobilization of military reservists. The decision was made a day after the announcement of the Russian 2022 annexation referendums in Russian-occupied Ukraine, annexation of the Donetsk People's Republic, DPR, Luhansk People's Republic, LPR, Russian occupation of Kherson Oblast, Kherson and Russian occupation of Zaporizhzhia Oblast, Zaporizhzhia oblasts. Andrey Vladimirovich Kelin ( rus, Андрей Владимирович Келин; born 15 May 1957) is a Russian diplomat. He has served in various diplomatic roles since the 1970s, and has been the incumbent Ambassador of Russia to the United Kingdom since November 2019. Born in 1957, Kelin embarked on a diplomatic career, joining the Ministry of Foreign Affairs in 1979. He served in various posts in embassies in Europe, and took part in arms-limitation talks and then in the ministry's department of Pan-European Cooperation. After a period as Deputy Permanent Representative of the Russian Federation to NATO and then representative to the Organization for Security and Co-operation in Europe, Kelin eventually rose to be in charge of the Department of Pan-European Cooperation in 2015. Bucha Massacre
The Bucha massacre ( uk, Бучанська різанина, Buchanska rizanyna) was the mass murder of Ukrainian civilians by Russian Armed Forces during the fight for and occupation of the Ukrainian city of Bucha amid the Russian invasion of Ukraine. Photographic and video evidence of the massacre emerged on 1 April 2022 after Russian forces withdrew from the city. According to local authorities, 458 bodies have been recovered from the town, including 9 children under the age of 18; among the victims, 419 people were killed by weapons and 39 appeared to have died of natural causes, possibly related to the occupation.
