North-Eastern Province (Victoria)
North Eastern Province (originally North-Eastern Province) was an electorate of the Victorian Legislative Council. It was created in the redistribution of provinces in 1882 when the original provinces of Central and Eastern Provinces were abolished. The new North Eastern, North Central, Melbourne East, Melbourne North, Melbourne South and Melbourne West Provinces were then created. North Eastern Province was created and defined by the Legislative Council Act 1881 (taking effect from the 1882 elections) as consisting of the following divisions: Chiltern, Rutherglen, North Ovens, Beechworth, Bright, Oxley, Benalla, Euroa, Yarrawonga, Shepparton, Mansfield, Howqua, Goulburn and Seymour . Victorian Legislative Council
The Victorian Legislative Council (VLC) is the upper house of the bicameral Parliament of Victoria, Australia, the lower house being the Legislative Assembly. Both houses sit at Parliament House in Spring Street, Melbourne. The Legislative Council serves as a house of review, in a similar fashion to its federal counterpart, the Australian Senate. Although, it is possible for legislation to be first introduced in the Council, most bills receive their first hearing in the Legislative Assembly. The presiding officer of the chamber is the President of the Legislative Council. The Council presently comprises 40 members serving four-year terms from eight electoral regions each with five members. With each region electing 5 members using the single transferable vote, the quota in each region for election, after distribution of preferences, is 16.7% (one-sixth). Arthur Sachse
Arthur Otto Sachse (22 May 1860 – 25 July 1920) was an Australian politician. He was born in Toowoomba to Dr Frederick Sachse and Miss Glisson. He was educated in Brisbane and became an engineer, working around North Queensland and the Northern Territory. He was consulting engineer for the British North Borneo Company, and worked to abolish the slave trade. In 1885 he settled in Victoria, where he worked as a consulting engineer and patents and trademarks attorney. In 1888 he married Frederica Alice Lange. He won a by-election for the Victorian Legislative Council province of North Eastern in 1892, and was briefly a minister without portfolio in June 1902 before his appointment as Vice-President of the Board of Land and Works. From 1903 to 1908 he was Minister of Public Instruction.
