New Orleans Mayoral Election, 1973
The New Orleans mayoral election of 1973 resulted in the reelection of Moon Landrieu to his second term as mayor of New Orleans. The primary round of voting was held on November 10; no runoff was required. Unlike the previous election, the Republicans did not field a challenger to Landrieu, and thus was automatically elected following the Democratic primary. The 1973 elections were the last municipal elections in New Orleans held using the closed primary system. In 1975, Louisiana Governor Edwin Edwards signed a bill which changed all elections, except those for president, to an open primary system where all candidates regardless of party run on the same ballot. If one candidate does not receive an absolute majority (defined as 50 percent plus one vote), the top two finishers contest a runoff election. Moon Edwin Landrieu (born Maurice Edwin Landrieu; July 23, 1930 – September 5, 2022) was an American lawyer and politician who served as the 56th mayor of New Orleans from 1970 to 1978. A member of the Democratic Party, he represented New Orleans' Twelfth Ward in the Louisiana House of Representatives from 1960 to 1966, served on the New Orleans City Council as a member at-large from 1966 to 1970, and was the United States Secretary of Housing and Urban Development under U.S. president Jimmy Carter from 1979 to 1981. Early life and career Landrieu was born in Uptown New Orleans to Joseph Geoffrey Landrieu and Loretta Bechtel. Edwin Washington Edwards (August 7, 1927 – July 12, 2021) was an American politician and member of the Democratic Party who served as the U.S. representative for from 1965 to 1972 and as the 50th governor of Louisiana for four terms (1972–1980, 1984–1988, and 1992–1996), twice as many elected terms as any other Louisiana chief executive. He served a total of 16 years in gubernatorial office, which at 5,784 days is the sixth-longest such tenure in post-Constitutional U.S. history. Ruth Ann Udstad Fertel (February 5, 1927April 16, 2002) was a Louisiana businesswoman, best known as the founder of Ruth's Chris Steak Houses, which was founded in 1965. Early life and teaching Ruth Ann Udstad was born into a poor family of Alsatian descent in New Orleans, Louisiana. Her father was an insurance salesman, and her mother was a kindergarten teacher. In 1932, during the Great Depression, she and her family relocated to her mother's birthplace, the community of Homeplace in Plaquemines Parish, which was about 60 miles from New Orleans. (Note: some sources claim she was either born or grew up in Happy Jack, Louisiana, also in Plaquemines.) She skipped several grades in elementary school, and graduated at age 15.
