Nelson Mandela Bay Municipality ( af, Nelson Mandelabaai Metropolitaanse Munisipaliteit; xh, uMasipala wase Nelson Mandela Bay or ''uMasipala waseBhayi'') is one of eight metropolitan municipalities (also called Category A municipalities) in South Africa. It is located on the shores of Algoa Bay in the Eastern Cape Province and comprises the city of Port Elizabeth (Gqeberha), the nearby towns of Uitenhage and Despatch, and the surrounding rural area. The name "Nelson Mandela Bay Municipality" was chosen to honour former President Nelson Mandela. In South Africa, a metropolitan municipality or Category A municipality is a municipality which executes all the functions of local government for a city or conurbation. This is by contrast to areas which are primarily rural, where the local government is divided into district municipalities and local municipalities. The Constitution, section 155.1.a, defines "Category A" municipalities. In the Municipal Structures Act it is laid out that this type of local government is to be used for conurbations, "centre of economic activity", areas "for which integrated development planning is desirable", and areas with "strong interdependent social and economic linkages". It is the largest township in the Eastern Cape province and the ninth largest in South Africa after Mitchells Plain near Cape Town in the Western Cape. Despatch is a small town in the Eastern Cape Province of South Africa situated between Port Elizabeth and Uitenhage with an estimated population of 40 000. It forms part of the Nelson Mandela Bay Metropolitan Municipality which includes Port Elizabeth and Uitenhage, and has collectively a population of over 1.3 million. History The town of Despatch is situated on rich clay soil and in the late 1800s was the site of a flourishing brick industry. Algoa Bay is a maritime bay in the Eastern Cape, South Africa. It is located in the east coast, east of the Cape of Good Hope.
