Neath ( cy, Castell-nedd) is a Senedd constituencies and electoral regions, constituency of the Senedd. It elects one Member of the Senedd by the first past the post method of election. The Senedd (; ), officially known as the Welsh Parliament in English and () in Welsh, is the devolved, unicameral legislature of Wales. A democratically elected body, it makes laws for Wales, agrees certain taxes and scrutinises the Welsh Government. It is a bilingual institution, with both Welsh and English being the official languages of its business. Gwenda Thomas (born 22 January 1942 in Neath) is a Welsh Labour politician. Thomas was first elected to the National Assembly for Wales in 1999 and re-elected in 2003, having almost doubled her majority. She is a fluent Welsh speaker. She is a member of the GMB Union. She was re-elected as Welsh Labour's Assembly Member for Neath on 3 May 2007 for a third 4-year term in office, with a majority reduced from 4,946 to 1,944, and a loss of 398 votes from the 2003 Assembly election. In the 2011 Assembly election, Thomas increased her majority to 6,390. D'Hondt Method
The D'Hondt method, also called the Jefferson method or the greatest divisors method, is a method for allocating seats in parliaments among federal states, or in party-list proportional representation systems. It belongs to the class of highest-averages methods. The method was first described in 1792 by future U.S. president Thomas Jefferson. It was re-invented independently in 1878 by Belgian mathematician Victor D'Hondt, which is the reason for its two different names. Motivation Proportional representation systems aim to allocate seats to parties approximately in proportion to the number of votes received. Closed list describes the variant of party-list systems where voters can effectively only vote for political parties as a whole; thus they have no influence on the party-supplied order in which party candidates are elected.
