Navarre (; es, Navarra ; eu, Nafarroa ), officially the Chartered Community of Navarre ( es, Comunidad Foral de Navarra, links=no ; eu, Nafarroako Foru Komunitatea, links=no ), is a foral autonomous community and province in northern Spain, bordering the Basque Autonomous Community, La Rioja, and Aragon in Spain and Nouvelle-Aquitaine in France. The capital city is Pamplona ( eu, Iruña). The present-day province makes up the majority of the territory of the medieval Kingdom of Navarre, a long-standing Pyrenean kingdom that occupied lands on both sides of the western Pyrenees, with its northernmost part, Lower Navarre, located in the southwest corner of France. Navarre is in the transition zone between Green Spain and semi-arid interior areas, and thus its landscapes vary widely across the region. The Senate ( es, Senado) is the upper house of the Cortes Generales, which along with the Congress of Deputies – the lower chamber – comprises the Parliament of the Kingdom of Spain. The Senate meets in the Palace of the Senate in Madrid. The composition of the Senate is established in Part III of the Spanish Constitution. The Senate is composed of senators, each of whom represents a province, an autonomous city or an autonomous community. The Kingdom of Navarre (; , , , ), originally the Kingdom of Pamplona (), was a Basque kingdom that occupied lands on both sides of the western Pyrenees, alongside the Atlantic Ocean between present-day Spain and France. The medieval state took form around the city of Pamplona during the first centuries of the Iberian Reconquista. La Rioja () is an autonomous community and province in Spain, in the north of the Iberian Peninsula. Its capital is Logroño. Other cities and towns in the province include Calahorra, Arnedo, Alfaro, Haro, Santo Domingo de la Calzada, and Nájera. It has an estimated population of 315,675 inhabitants (INE 2018), making it the least populated autonomous community of Spain.
