This is a list of members of the Victorian Legislative Council from the elections of 11 September 1890 to the elections of 8 September 1892. From 1889 there were fourteen Provinces and a total of 48 members. :Note the "Term in Office" refers to that members term(s) in the Council, not necessarily for that Province. Victorian Legislative Council
The Victorian Legislative Council (VLC) is the upper house of the bicameral Parliament of Victoria, Australia, the lower house being the Legislative Assembly. Both houses sit at Parliament House in Spring Street, Melbourne. The Legislative Council serves as a house of review, in a similar fashion to its federal counterpart, the Australian Senate. Although, it is possible for legislation to be first introduced in the Council, most bills receive their first hearing in the Legislative Assembly. The presiding officer of the chamber is the President of the Legislative Council. The Council presently comprises 40 members serving four-year terms from eight electoral regions each with five members. With each region electing 5 members using the single transferable vote, the quota in each region for election, after distribution of preferences, is 16.7% (one-sixth). Southern Province (Victoria)
Southern Province (also known as South Province) was an electorate of the Victorian Legislative Council. Southern Province was created in 1856, after the colony of Victoria obtained self-government. It was one of the six original Legislative Council provinces of the newly established bicameral Victorian Parliament. Southern Province was finally abolished in 1970, after Boronia Province and Templestowe Province were created in 1967. South Yarra Province
South Yarra Province was an electorate of the Victorian Legislative Council from November 1882 until May 1904. South Yarra Province was created in the redistribution of provinces in 1882 when the Central and Eastern Provinces were abolished. The new South Yarra, North Yarra, North Central, South Eastern and Melbourne Provinces were then created. John Mark Davies
Sir John Mark Davies (8 February 184012 September 1919) was a British-born Australian politician. Born in Halstead, Essex, England in 1840, Davies was the fifth eldest of the six boys and six girls of Ebenezer Davies and Ruth Bartlett. Two of the younger boys were educated at Geelong Grammar School. John was articled in 1852 and in 1863 was admitted to the Supreme Court of Victoria as a solicitor. He worked as a partner in a law firm for some years, and was President of the Law Institute of Victoria in 1885–86; he was made the group's first honorary life member in 1919. Frank Dobson (Australian Politician)
Hon. Frank Stanley Dobson (20 April 1835 – 1 June 1895), was an Australian politician. A former member of the Victorian Legislative Council, Dobson was born in Tasmania to parents John and Mary Anne, and was the brother of Sir William Dobson and half-brother of Alfred Dobson (Australian politician), Alfred and Henry Dobson. He was educated in Tasmania and England, earning degrees in arts and law, eventually becoming an academic, then a parliamentarian and Solicitor-General of Victoria. Early life Dobson was born on 20 April 1835. Educated at The Hutchins School, Hobart, and St. John's College, Cambridge, he obtained a Bachelor of Arts in 1861 and Doctor of Laws in 1870. Wellington Province (Victoria)
Wellington Province was an electorate of the Victorian Legislative Council, the upper house of the Victorian Parliament. Wellington Province was created in the redistribution of provinces in 1882, under which the Central and Eastern Provinces were abolished and the Wellington, North Central, South Yarra, North Yarra, South Eastern and Melbourne Provinces were formed. Wellington Province was defined by the Legislative Council Act 1881 (which took effect from the 1882 elections) as consisting of the following divisions: Talbot Shire, Talbot Borough, Clunes, Tullaroop, Carisbrook, Maryborough, Creswick Shire, Creswick Borough, Bungaree, Ballaarat City, Ballaarat East and Sebastopol. Henry Cuthbert
Sir Henry Cuthbert , (29 July 1829 – 5 April 1907) was a politician in Victoria (Australia), member of the Victorian Legislative Council. Cuthbert was born in Boyle, County Roscommon, Ireland, the eldest son of John Cuthbert. Cuthbert was educated at Drogheda Grammar School, winning the classical medal, and studied law. In 1854 he was admitted a solicitor in Ireland, and the same year left for Victoria, where he was at once admitted to practice. In 1855 he went to Ballarat, and, besides being successful in his profession, became largely interested in mining. He was the original promoter of the Buninyong Gold Mining Company. In September 1874 Cuthbert was returned to the Legislative Council, unopposed, for the South-Western Province, and in November 1882 was transferred to the new Wellington Province. Western Province was an electorate of the Victorian Legislative Council (Australia), the upper house of the Parliament of Victoria. Victoria was a colony in Australia when Western Province was created. From Federation in 1901, Victoria was a state in the Commonwealth of Australia. Western Province was one of the six original upper house Provinces of the bi-cameral Victorian Parliament created in November 1856. Western Province was defined in the Victorian Constitution Act, 1855, as : "Including the Counties of Ripon, Hampden, Heytesbury, Villiers, Normanby, Dundas, and Follett." Samuel Cooke
Samuel Winter Cooke (13 March 1847 – 26 June 1929) was an Australian politician. Early life Cooke was the son of pastoralist Cecil Pybus Cooke and Arbella, née Winter. He was sent to England for his schooling, where he attended Mr Shapcott's school and Cheltenham College, subsequently taking a Bachelor of Arts at Trinity College, Cambridge in 1870. He was called to the Bar in 1872, and returned to Victoria in 1873, where he also briefly practiced law. He inherited a property near Hamilton from his uncle Samuel Pratt Winter, where he bred cattle and horses. He became well known in the district as an aristocratic and imperialist man, but gained a reputation as a host.
