The Northwest Territories Legislative Assembly, or Legislative Council of the Northwest Territories (with Northwest hyphenated as North-West until 1906), is the legislature and the seat of government of Northwest Territories in Canada. It is a unicameral elected body that creates and amends law in the Northwest Territories. Permanently located in Yellowknife since 1993, the assembly was founded in 1870 and became active in 1872 with the first appointments from the Government of Canada. Until 2014, the assembly was officially defined under federal law as "Legislative Council". However, under Northwest Territories territorial law, it was defined as "Legislative Assembly". The Northwest Territories (abbreviated ''NT'' or ''NWT''; french: Territoires du Nord-Ouest, formerly ''North-Western Territory'' and ''North-West Territories'' and namely shortened as ''Northwest Territory'') is a federal territory of Canada. James Hamilton Ross
James Hamilton Ross (May 12, 1856 – December 14, 1932) was a Canadian politician, the third commissioner of Yukon, and an ardent defender of territorial rights. He is also considered to be the first resident of Moose Jaw, Saskatchewan. Early life Ross was born in 1856 to John Edgar Ross and Christina Graeme (Hathern) Ross. On January 2, 1882, Ross, a western Canadian rancher born in London, Canada West, and four other men were scouting the location for the Canadian Pacific Railway divisional point when they became the first residents of the modern-day town of Moose Jaw, Saskatchewan. Four days later, Ross established a homestead on the site, becoming the town's first permanent resident. 1888 Northwest Territories General Election
The 1888 North-West Territories general election was the first general election in the history of the North-West Territories, Canada. Elections were held in various districts between 20 June and 30 June 1888. This was the only general election, where the writs were issued to return on various days. Prior to 1888, members of the 1st Council of the North-West Territories were elected in by-elections to supplement members appointed by the Government of Canada. In order to have an elected member, a constituency needed to be set up in an area with 1,000 people. Others members were appointed. This created a patchwork of represented and unrepresented areas across the sprawling and sparse territory. Twenty-two members were elected in this election. The 1891 North-West Territories general election was held on 7 November 1891 to elect 25 members of the Legislative Assembly of the North-West Territories, Canada. It was the second general election in the History of the North-West Territories. The legislature for the first time had no appointed members. It had 25 elected members, six more than in the previous election: the assembly had grown by three members; the three appointed "at large" legal advisors who had sat in the assembly in the first legislature were no longer there. Frederick W. A. G. Haultain was the government leader. The key issue in this election was the French language question.
