The Ministry of the Popular Power for Interior, Justice and Peace (''Ministerio del Poder Popular para Relaciones Interiores, Justicia y Paz'') is one of 39 agencies that make up the executive office of the Venezuelan government . This ministry is also called the Ministry of Popular Power for Interior Relations and Justice and Ministry of Interior and Justice. The ministry is a dependent entity directly under the President of Venezuela. Crime in Venezuela is widespread, with violent crimes such as murder and kidnapping increasing annually. In 2014, the United Nations attributed crime to the poor political and economic environment in the country—which, at the time, had the second highest murder rate in the world. Rates of crime rapidly began to increase during the presidency of Hugo Chávez due to the institutional instability of his Bolivarian government, underfunding of police resources, and severe inequality. The level of corruption in Venezuela is very high by world standards and is prevalent throughout many levels of Venezuelan society. Discovery of oil in Venezuela in the early 20th century has worsened political corruption. The large amount of corruption and mismanagement in the country has resulted in severe economic difficulties, part of the crisis in Bolivarian Venezuela. According to Transparency International's 2021 Corruption Perception Index, Venezuela scored a 14 on a scale from 0 ("highly corrupt") to 100 ("highly clean"). When ranked by score, Venezuela ranks number 177 among the 180 countries in the Index, where the country ranked number 1 is perceived to have the most honest public sector. The Policía Nacional Bolivariana ( es, Bolivarian National Police, PNB) is Venezuela's national police force, created in 2009. Law enforcement in Venezuela has historically been highly fragmented, and the creation of a national police force was originally unpopular among the public and organizations.
