Tirana ( , ; aln, Tirona) is the capital and largest city of Albania. Taulant Balla (born 12 August 1977) is an Albanians, Albanian Socialist Party of Albania, Socialist Party politician and Parliament of Albania, Member of Parliament (MP) for Elbasan County, Librazhd. The Council of Ministers () is the executive branch that constitutes the Government of Albania. The Council is led by the Prime Minister of Albania. The prime minister is nominated by the President from among those candidates, who enjoy majority support in the Parliament; the candidate is then chosen by the Parliament. Early life Elisa Spiropali was born on 15 March, 1983 in Tirana.
