Michael Twomey was an Irish Independent politician. He was a member of Seanad Éireann from April to August 1938. He was elected to the 2nd Seanad in April 1938 by the Agricultural Panel. He lost his seat at the August 1938 Seanad election. Independent politicians contest elections without the support of a political party. They have played a continuous role in the politics of the Republic of Ireland since its independence in 1922. Provision for independents in electoral law If a candidate is not the candidate of a registered political party, they may be nominated for elections to Dáil Éireann with the assent of 30 electors in the constituency, for elections to the European Parliament with the assent of 60 electors in the constituency, and for local elections with the assent of 15 electors in the local electoral area. Seanad Éireann (, ; "Senate of Ireland") is the upper house of the Oireachtas (the Irish legislature), which also comprises the President of Ireland and Dáil Éireann (the lower house). It is commonly called the Seanad or Senate and its members senators (''seanadóirí'' in Irish, singular: ''seanadóir''). This is a list of the members of the 2nd Seanad Éireann, the upper house of the Oireachtas (legislature) of Ireland. These Senators were elected or appointed in March 1938 and served until the close of poll for the 3rd Seanad in July 1938. Agricultural Panel
The Agricultural Panel () is one of five vocational panels which together elect 43 of the 60 members of Seanad Éireann, the upper house of the Oireachtas (the legislature of Ireland). The Agricultural Panel elects eleven senators. Election Article 18 of the Constitution of Ireland provides that 43 of the 60 senators are to be elected from five vocational panels. The Agricultural Panel is defined in Article 18.7.1º(v) as "Agriculture and allied interests, and Fisheries". The Seanad returning officer maintains a list of nominating bodies for each of the five panels. Candidates may be nominated either by four members of the Oireachtas or by a nominating body. The 1943 Irish general election to the 11th Dáil was held on Wednesday, 23 June, having been called on 31 May by proclamation of President Douglas Hyde on the advice of Taoiseach Éamon de Valera. It took place in 34 parliamentary constituencies for 138 seats in Dáil Éireann, the house of representatives of the Oireachtas. Fianna Fáil lost its overall majority of seats.
