Mayor
In many countries, a mayor is the highest-ranking official in a municipal government such as that of a city or a town. Worldwide, there is a wide variance in local laws and customs regarding the powers and responsibilities of a mayor as well as the means by which a mayor is elected or otherwise mandated. Depending on the system chosen, a mayor may be the chief executive officer of the municipal government, may simply chair a multi-member governing body with little or no independent power, or may play a solely ceremonial role. A mayor's duties and responsibilities may be to appoint and oversee municipal managers and employees, provide basic governmental services to constituents, and execute the laws and ordinances passed by a municipal governing body (or mandated by a state, territorial or national governing body). John Wheelton
Wilfred John Wheelton (April 27, 1920 – July 4, 1976) was the 25th mayor of the city of Windsor, Ontario, Canada, from 1965 to 1969. Before becoming mayor, Wheelton was a lawyer. Following his years as mayor, he was an Ontario Provincial Court judge. He was an avid gardener who enjoyed the outdoors. Eddie Francis
Edgar "Eddie" Francis (born May 1974) is the former mayor of Windsor, Ontario. He was 29 years old when he was elected mayor in 2003, the youngest mayor in Windsor's history and one of the youngest mayors ever elected in Canada. He is also Windsor's first Lebanese-Canadian mayor. John Millson (Canadian Politician)
John Millson is a Canadian politician and businessman. He served as mayor of Windsor, Ontario, from 1988 to 1991, later becoming president of the Windsor Raceway. In 2009 he co-founded Great Lakes Energy Limited. Biography Millson attended J.L. Forster Secondary School, where he joined the school band. He later recalled that the band teacher, Ernie Gerenda, had given him and the other band members tough love, at times being a bully, and at times playing practical jokes. Millson later attended the University of Windsor. Millson ran successfully for alderman of Windsor's Ward 2 in 1982. He later defeated incumbent Ted Bounsall by a margin of 2,764 votes. Millson was elected as mayor of Windsor in 1988 with a total of 31,303 votes, taking office in November. He did not run for reelection in 1991 in order to spend more time with his family. Bert Weeks
Albert Howard Weeks (July 1, 1917 – December 10, 1990) was the 28th mayor of the city of Windsor, Ontario, Canada, from 1975 to 1982 and considered by many to be its best in recent memory. Previously, he had been a perennial candidate in the Windsor area for the Co-operative Commonwealth Federation (CCF) and its successor, the New Democratic Party (NDP). He ran 22 times (at the municipal, provincial and federal levels) between the 1950s and 1980s, winning 12 times at the municipal level. It was during a 1974 November blizzard that stretched the voting into a second day and night that Weeks upset then mayor Frank Wansbrough to win his first term as mayor. He went on to serve two more terms (the last by acclamation). During Weeks's first term, he successfully advocated to change the term length from two to three years as he felt mayors would be more productive with three-year terms. Frank Wansbrough
Frank Wansbrough (May 28, 1919 – February 19, 2005) was a business owner and politician in Ontario, Canada. He served as mayor of Windsor from 1970 to 1974. The son of William and Mary Wansbrough, he served in the Royal Canadian Air Force. Before entering municipal politics, Wansbrough owned Frank Wansbrough Camera Shop. In 1976, he opened Frank Wansbrough Plaza Travel. He married Marjorie Doerr, who predeceased him. From 1947 to 1960, Wansbrough coached the Alpha Kai Omega (AKO) fraternity junior men's basketball team, winning Canadian championships in 1948 and 1960. William Riggs
William Charles Riggs (September 21, 1896 – December 20, 1973) was a politician in Ontario, Canada. He was a CCF member of the Legislative Assembly of Ontario from 1943 to 1945 who represented the southwestern Ontario riding of Windsor—Walkerville. He was a long time municipal councillor and he briefly served as Mayor of Windsor in 1969. Background Riggs was born in 1896 in Bournemouth, England, but moved to Belleville, Ontario, where he was educated. He joined the Canadian Field Artillery in 1915, and spent nearly three years in France during World War I. Riggs trained as a printer in Belleville. Riggs moved to Windsor in 1921, where he worked for 42 years as a linotype printer at the Windsor Star, and retired in 1961. He was highly active as a trade unionist, holding many offices within the Windsor Typographical Union and the Windsor District Trades and Labor Council.
