Mark Norris (judge)
Mark Saalfield Norris Sr. (born July 9, 1955) is a United States federal judge, United States district judge of the United States District Court for the Western District of Tennessee. He served as a Republican Party (United States), Republican member of the Tennessee Senate from 2001 through 2018, serving as Majority Leader from 2007 to 2018. Education and career Norris received his Bachelor of Arts from Colorado College, and his Juris Doctor from the University of Denver Sturm College of Law. From 1980 to 2006, Norris practiced law at Armstrong Allen. Before becoming a judge, Norris was senior counsel at Adams and Reese in Memphis. In 1994, Norris was elected to the Shelby County, Tennessee, Shelby County Commission. He served on that body until 2000. Dyer County is a county located in the westernmost part of the U.S. state of Tennessee. As of the 2020 census, the population was 36,801. The county seat is Dyersburg. Dyer County comprises the Dyersburg, TN Micropolitan Statistical Area. History 19th century Dyer County was founded by a Private Act of Tennessee, passed on October 16, 1823. The area was part of the territory in Tennessee that was previously legally recognized as belonging to the Chickasaw Native Americans as "Indian Lands". The county was named for Robert Henry Dyer (circa 1774–1826). The governor of Tennessee is the head of government of the U.S. state of Tennessee. The governor is the only official in Tennessee state government who is directly elected by the voters of the entire state. Senior status is a form of semi-retirement for United States federal judges. To qualify, a judge in the Federal judiciary of the United States, federal court system must be at least 65 years old, and the sum of the judge's age and years of service as a federal judge must be at least 80 years. As long as senior judges carry at least a 25 percent caseload or meet other criteria for activity, they remain entitled to maintain a staffed office and chambers, including a secretary and their normal complement of law clerks, and they continue to receive annual cost-of-living increases. Senior judges vacate their seats on the bench, and the President of the United States, president may appoint new full-time judges to fill those seats.
