Francesco Mussoni (born 15 May 1971) is a Sammarinese politician and was a Captain Regent of San Marino together with Stefano Palmieri from 1 October 2009 to 1 April 2010 and a second time together with Giacomo Simoncini from 1 October 2021 to 1 April 2022. Career Mussoni as a member of the Sammarinese Christian Democratic Party (PDCS), was in the Grand and General Council from 2001 to 2006 and since November 2008. During his second tenure in office he has become a group leader for the PDCS. Mussoni is a lawyer (avvocato e notaio). He had studied law at the University of Bologna. Stefano Palmieri (born 18 September 1964) is a Sammarinese politician, who served as a Captain Regent of San Marino together with Matteo Ciacci from 1 April 2018 to 1 October 2018. He had previously served in the same position for the semester from 1 October 2009 to 1 April 2010, alongside Francesco Mussoni. Life Member of the Popular Alliance (Alleanza Popolare), Palmieri has been in the Grand and General Council since 2006. The Sammarinese Christian Democratic Party ( it, Partito Democratico Cristiano Sammarinese, PDCS) is a Christian-democratic political party in San Marino. The PDCS is an observer member of the European People's Party (EPP), having joined the EPP in 1993. Its Italian counterpart was the now-dissolved Christian Democracy. Its internal left-wing faction left in 2006 to form the Centre Democrats and was joined by the social democrats of Arengo and Freedom. It is led by Giovanni Lonfernini, a former Captain-Regent. The Captains Regent (Italian: ''Capitani reggenti'') are the two heads of state of the Republic of San Marino. They are elected every six months by the Grand and General Council, the country's legislative body. Normally the Regents are chosen from opposing parties and they serve a six-month term. The investiture of the captains regent takes place on 1 April and 1 October every year. This tradition dates back at least to 1243. The practice of dual heads of government (diarchy) is derived directly from the customs of the Roman Republic, equivalent to the consuls of ancient Rome. History The establishment of the regency took place during the first half of the 13th century, when they had the role of managing justice, a task similar to competence of magistrates.
