Manuel Ossa Ruiz
Manuel Ossa Ruiz (born Freirina, 24 September 1854 – died Viña del Mar, 5 September 1929), was a Chilean businessman and liberal politician. He was the son of José Santos Ossa Vega and Melchora Ruiz Correa. He was married to Blanca Sainte-Marie Echazarreta. Business career He studied his first letters in the city of Cobija, then in Bolivia. In 1867 he was sent to Spain and England, where he studied industrial engineering techniques. On his return, his father asked him to dedicate himself to the family's agricultural activities, on his farm '' "El Porvenir" '' in Parral. Here he carried out engineering projects such as the construction of the Longaví irrigation canal and did social and charitable work, such as the construction of the Parral hospital, a workers' club, and a night school. Arica–La Paz Railway
The Arica–La Paz railway or Ferrocarril de Arica–La Paz (FCALP) was built by the Chilean government under the Treaty of Peace and Friendship of 1904 between Chile and Bolivia. The railway line was inaugurated on 13 May 1913 and is the shortest line from the Pacific Coast to Bolivia. It is long, of which is in Bolivian territory. The Railway is meter gauged. However, until 1968, it was rack worked over a 43 km section, on the Chilean side, between Central and Puquios. The line reaches a height of 4257 meters above sea level at General Lagos. The Chile - Bolivia border is crossed between the stations of Visviri and Charaña. When the railway is in operation, it is used for the export of Bolivian minerals and some agricultural production as well as the import of merchandise into Bolivia. The Liberal Party (''Partido Liberal'') of Chile was a Chilean political party created by a faction of pipiolos in 1849. After the conservative victory in the Chilean Civil War of 1829 the liberals became the principal opposition party to the Conservative Party.
