Mansour Faye is a Senegalese politician. During the in June 2014, he was elected mayor of Saint-Louis. In 2014, he was appointed as Minister of Hydraulics and Sanitation in the . In 2015, he became a vice-chair of the Global High-Level Panel on Water and Peace. He was re-elected mayor in the 2022 local elections. He is also Minister of Infrastructure, Land Transport and Opening Up in the Fourth Sall government. Saint Louis or Saint-Louis ( wo, Ndar), is the capital of Senegal's Saint-Louis Region. Located in the northwest of Senegal, near the mouth of the Senegal River, and 320 km north of Senegal's capital city Dakar, it has a population officially estimated at 258,592 in 2021. Saint-Louis was the capital of the French colony of Senegal from 1673 until 1902 and French West Africa from 1895 until 1902, when the capital was moved to Dakar. The ''Organisation pour la mise en valeur du fleuve Sénégal'' (OMVS; in English Senegal River Basin Development Authority) is an organisation grouping Guinea, Mali, Mauritania and Senegal for the purpose of jointly managing the Senegal River and its drainage basin. In 1963 a predecessor organization was established, the ''Organisation des Etats Riverians du Fleuve Sénégal'' (or the Senegal River Riparian States Organization), with the four border countries—Guinea, Mali, Mauritania, and Senegal—to manage the Sénégal River drainage basin and the river itself. This organization dissolved when Guinea withdrew due to political tensions and the three remaining countries subsequently created the OMVS. Guinea returned to the organisation in 2006. Global High-Level Panel On Water And Peace
The Global High-Level Panel on Water and Peace was created in 2015 in Geneva at the initiative of 15 co-convening UN Member States to analyse water in the context of maintaining peace and security and to move this issue from a technical to a political level. Chaired by Dr. Danilo Türk, the former President of the Republic of Slovenia, the Panel presented its landmark report, A Matter of Survival, in Geneva in 2017.
