MKULTRA
Project MKUltra (or MK-Ultra) was an illegal human experimentation program designed and undertaken by the U.S. Central Intelligence Agency (CIA), intended to develop procedures and identify drugs that could be used in interrogations to weaken individuals and force confessions through brainwashing and psychological torture. It began in 1953 and was halted in 1973. Unethical Human Experimentation In The United States
Numerous experiments which are performed on human test subjects in the United States are considered unethical, because they are performed without the knowledge or informed consent of the test subjects. Such tests have been performed throughout American history, but some of them are ongoing. The experiments include the exposure of humans to many chemical and biological weapons (including infections with deadly or debilitating diseases), human radiation experiments, injections of toxic and radioactive chemicals, surgical experiments, interrogation and torture experiments, tests which involve mind-altering substances, and a wide variety of other experiments. Many of these tests are performed on children, the sick, and mentally disabled individuals, often under the guise of "medical treatment". CIA cryptonyms are code names or code words used by the U.S. Central Intelligence Agency (CIA) to refer to projects, operations, persons, agencies, etc. Format of cryptonyms CIA cryptonyms sometimes contain a two character prefix called a digraph, which designates a geographical or functional area. Certain digraphs were changed over time; for example, the digraph for the Soviet Union changed at least twice. The rest is either an arbitrary dictionary word, or occasionally the digraph and the cryptonym combine to form a dictionary word (e.g., AEROPLANE) or can be read out as a simple phrase (e.g., WIBOTHER, read as "Why bother!"). Richard Helms
Richard McGarrah Helms (March 30, 1913 – October 23, 2002) was an American government official and diplomat who served as Director of Central Intelligence (DCI) from 1966 to 1973. Helms began intelligence work with the Office of Strategic Services during World War II.
