The High Commissioner of Australia to Kiribati is an officer of the Australian Department of Foreign Affairs and Trade and the head of the High Commission of the Commonwealth of Australia to Kiribati, located in Tarawa. The position has the rank and status of an Ambassador Extraordinary and Plenipotentiary and is currently held by David Yardley. As fellow members of the Commonwealth of Nations, diplomatic relations between Australia and Kiribati are between High Commissioners rather than ambassadors. The High Commission is one of four diplomatic missions in Kiribati, alongside New Zealand, Taiwan and Cuba. Anote Tong (; born 11 June 1952 in Tabuaeran, Line Islands) is an I-Kiribati politician for the Pillars of Truth party and environmental activist with half Chinese heritage, who served as President of Kiribati, from 2003 to 2016. He won the election in July 2003 with a slim plurality of votes cast (47.4%) against his older brother, Harry Tong (43.5%) and the private lawyer Banuera Berina (9.1%). The elections were contested by the opposition, due to allegations of electoral fraud but the High Court of Tarawa had confirmed that there was no fraud. Dual accreditation is the practice in diplomacy of a country granting two separate responsibilities to a single diplomat. One prominent form of dual accreditation is for a diplomat to serve as the ambassador to two countries concurrently. For example, Luxembourg's ambassador to the United States is also its non-resident ambassador to Canada and to Mexico. Such an ambassador may sometimes be called Ambassador-at-Large. Official development assistance (ODA) is a category used by the Development Assistance Committee (DAC) of the Organisation for Economic Co-operation and Development (OECD) to measure foreign aid. The DAC first adopted the concept in 1969. It is widely used as an indicator of international aid flow. It refers to material resources given by the governments of richer countries to promote the economic development of poorer countries and the welfare of their people. The donor government agency may disburse such resources to the government of the recipient country or through other organizations. Most ODA is in the form of grants, but some is measured as the concessional value in soft (low-interest) loans.
