LGV BPL
The LGV Bretagne-Pays de la Loire (LGV BPL) is a French high-speed rail line running between Connerré, Sarthe near Le Mans and Cesson-Sévigné, Ille-et-Vilaine near Rennes. Studied as early as 1996, processes towards LGV Brittany-Pays de la Loire commenced during 2005 with initial land acquisitions. Following agreements over its financing, an invitation to tender was issued by French infrastructure manager Réseau Ferré de France (RFF) during December 2008. On 18 January 2011, an RFF spokesperson announced that Eiffage had been selected as the preferred bidder for the project. After the LGV Sud Europe Atlantique, it was only the second high-speed line to be developed through a public private partnership (PPP) arrangement in France. Ouigo
Ouigo () is a French low-cost service range of both conventional and high-speed trains. The literal translation of ''Ouigo'' from French to English is "yes go;" the name is also a play on words with the English homonym "we go." It is composed of two different services: Ouigo Grande Vitesse, which is a brand of SNCF operating high-speed trains; and Ouigo Vitesse Classique, a brand under which Oslo, a subsidiary of SNCF, operates conventional speed trains. Ouigo was established in 2013 to offer budget long-distance services on the core routes of the French railway network. The first train ran on 2 April 2013. Ouigo rolling stock was configured in a 'no-frills' arrangement, with minimal onboard amenities, and a single class of seating. The Grenelle de l'environnement was an open multi-party debate that took place in France in the summer and fall of 2007 to define key points of public policy on environmental and sustainable development over the following five-year period. Bringing together representatives of national and local government and organizations (industry, labour, professional associations, non-governmental organizations) on an equal footing, the "Grenelle Environment Round Table" (as it might be called in English) was instigated by then-French President Nicolas Sarkozy. A ''déclaration d'utilité publique'', or declaration of public utility, is a formal recognition in French law that a proposed project has public benefits. The declaration must be obtained for many large construction projects in France, especially for infrastructure, before work can begin. Process The first part of the declaration is a public inquiry, usually started by a prefect, to collect the views of all affected parties. Responses from affected parties are considered by a commissioner, who assesses whether the proposal has an overall benefit for the public.
